SUBJECT: Curator Agreement Between the Community Redevelopment Agency and the Blas
Aguilar Adobe Foundation for Use of the Blas Aguilar Adobe.

By motion, approve the terms of the curator agreement dated October 15, 1996 between the
Community Redevelopment Agency and the Blas Aguilar Foundation, or provide direction to staff
to forward the draft Memorandum of Understanding to the Cultural Heritage Commission for
comments.
SITUATION:
The Blas Aguilar Foundation has been formed with the goals of: 1) the restoration and preservation
of adobe structures; 2) the preservation and historic depiction of Native American Indian, Hispanic -
Mexican and Anglo cultures; and 3) the education of the public. The Foundation is a non-profit
organization and its 501.3C application is in process. The Foundation's vision is to transform the Blas
Aguilar Adobe into a museum which will focus on restoration, preservation and education.
The Blas Aguilar Foundation has approached the Agency proposing use of the Blas Aguilar Adobe.
The Foundation would occupy the Adobe as curator of the structure and the immediate grounds. The
Foundation's goals for use of the Adobe include: preservation of the interior and exterior of the
building; implementation of educational activities; creation of a museum within the Adobe
encompassing historic information and exhibits specific to the Adobe itself, the Pre -historic Period,
the Spanish Period and the Rancho Period.
The Adobe is in remarkably good condition and requires some very minor repairs. The structure is
ready to house the Foundation and its activities. The nature of the proposed activities are compatible
with the Adobe's design and history and would be a positive addition to local historic endeavors.
Active use of the Adobe would work as a close counterpart to those activities taking place at the
adjacent Downtown Historic Park.
The proposed curator agreement provides for the following to be the responsibility of the Agency:
1) Maintenance of electrical service to the building;
2) Provision of one (1) dedicated telephone line;

Foundation responsibilities are proposed to be:
1) Opening the building and grounds to the public;
2) Routine upkeep of the interior and exterior of the building;
3) Routine ground maintenance;
4) Quarterly activity reports to the Agency.

1) The Agency will need to repair some windows and door locks at an estimated cost of
$500.
2) Installation of the telephone line will be approximately $150 and monthly basic service
is estimated at $25.
3) Quotes have not yet been obtained for costs associated with the required liability insurance,
but it is anticipated that the premium will be approximately $1,000/year.
