19-0115_EMPLOYBRIDGE, LLC DBA SELECTSTAFFING AND REMX_E13_Agenda Report 111512019 ,{ ,5 E13 City of San Juan Capistrano Agenda Report TO: Honorable Mayor and Members of the City Council FROM. njamin Siegel, City Manager SUBMITTED BY- Sam Penrod, Human Resources and Risk Manager DATE: January 15, 2019 SUBJECT. Master List of Service Providers for Temporary Staffing Sery:ces RECOMMENDATION: 1) Approve the use of a master list of service providers (Attachment 1) for temporary staffing services; and 2) Approve and authorize the City Manager to execute a professional services agreement with any of the service providers for an amount not to exceed $150,000 annually, up to a maximum of five years. DISCUSSION/ANALYSIS- The ISCUSSIONIANALYSIS:The City periodically uses temporary staffing agencies to fill vacancies. The duration and cost associated with a temporary assignment varies, based on the reason for the vacancy, the position that is vacant, and the negotiated hourly rate for the position. The creation and utilization of a master list of Service providers would enable the City to immediately engage temporary staffing services from a vetted list of on-call service providers. Staff recommends that the City Council approve a master list of temporary staffing service providers that the City can use on an as-needed basis, provided the cost for such services is fully covered using the budgeted funds the Council has previously authorized for personnel services during a fiscal year. To assemble a list of qualified providers, a Request for Qualifications (RFQ) (Attachment 2) was placed on the City website and also sent to thirteen staffing agencies that either have been used in the past or have expressed interest in providing services to the City. City Council Agenda Report January 15, 2019 Page 2 of 3 Ten staffing agencies responded to the RFQ. Staff is recommending that all ten agencies be added to the master list of providers, allowing immediate access to one or more of these agencies whenever a need arises. Staff also recommends that the Council authorize the City Manager to enter into an agreement with any of the service providers from the approved vendor list in an amount not to exceed $150,000 annually, up to a maximum of five years. This authorization would streamline the process of filling a vacancy with temporary personnel when necessary FISCAL IMPACT: There is no additional fiscal impact, as costs for temporary staffing services would be covered by salary savings from positions that have already been approved by the Council. ENVIRONMENTAL IMPACT: In accordance with the California Environmental Quality Act (CEQA), the recommended action is exempt from CEQA per Section 15061(b)(3), the general rule that the CEQA applies only to projects that would have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. Creating a master list of service providers for temporary staffing needs would not be an activity with potential to cause significant effect on the environment and therefore exempt from CEQA. In addition,we tailor our extensive candidate interviews to include customer-specific questions, relating directly to job duties, desired behaviors, and cultural fit. It's more than just asking"can you do it?" Instead,QPA is asking"will you'do it?" We also insist that our candidates provide us with the names and phone numbers of solid,Iegitimate professional references who can speak to their work performance at previous jobs.We do not accept references who will confirm dates of employment only.instead,we inquire extensive information so we can make informed hiring decisions based on skills, attendance records, behavioral traits, and overall performance evaluation. Once QPA has attracted quality associates into the organization, our benefit and associate recognition and rewards programs help ensure our associates stay with us.Additionally,we have found that extended hours on evenings and weekends help to attract the currently employed individual who is looking to make a change. These operational enhancements provide more opportunities for associates to participate in our testing, evaluation, and selection process at times that are convenient for them.
