The Orange County Sheriff's Department, acting on behalf of the Orange County Operational Area, has
received authorization to begin spending of FY14 Emergency Management Performance Grant ("EMPG")
funds. This email is intended to serve as your Notice of Award, incorporating all materials referenced in the
Department of Homeland Security and California Office of Emergency Services guidance documents. Your
award reflects the following:

1. Transfer Agreement for 2014 EMPG
• Print and return at least one copy (more if you need an original returned to you)
• You will need to complete the blanks on pages 1 and 4, and have your City's Authorized Agent and
City Clerk sign on page 4
2. FY14 EMPG State Certifications Assurances
• Print and return at least one copy (more if you need an original returned to you)
• You will need to complete the blanks on page 16 and have your City's Authorized Agent sign on
page 16
3. Include a completed City Council Resolution designating the Authorized Agent (Resolution must be no
more than 3 years old)
The award to your City is contingent upon the award of funds from the California Office of Emergency Services
(Ca1OES), compliance with the EMPG guidance and assurances, execution of a transfer agreement between the
County and the City, and submission of complete supporting documentation with your reimbursement request.
Please note: The Transfer Agreement has been modified from previous years to emphasize activities which
must be completed and rules which must be adhered to; failure to do so may result in your city not being
eligible for reimbursement.
