Huber, Director of Engineering& Building SUBJECT: Budget Amendment, Approval of Plans and Specifications and Authorization to Receive Bids - Preventative Street Maintenance 1996-1997 - 1. Via California/Camino Las Ramblas, 2. Avenida Aeropuerto 3. Mission Hills and 4. Avenida De La Vista Speed Bumps (CIP Nos. 119, 121, 134 and 135) RECOMMENDATION By motion, approve the plans and specifications and authorize Staff to receive bids for 1. Via California/Camino Las Ramblas, 2. Avenida Aeropuerto 3. Mission Hills, and 4. Avenida De La Vista speed bumps and amend the fund sources for Preventative Street Maintenance and Mission Hills. A. Summary and Recommendation Plans and specifications have been prepared for a number of projects in the City's Capital Improvement Program. Staff is recommending that these projects be combined into one bid package to reduce City administration costs and to provide some economy of scale in construction costs. The plans and specifications are now ready and Staff is requesting approval and authorization to receive bids, as well as an amendment to the funding sources. A copy of the plans and specifications are available for review in the City Clerk's office; a copy has been placed in the City Council office. B. Background 1. Via California/Camino Las Ramblas Via California, south of Camino Las Ramblas to the City limits and including the intersection of these two City streets, has deteriorated to a condition where some removal and replacement of existing asphalt concrete and an asphalt concrete overlay is necessary to prolong the life of the streets, without reconstruction. 2. Avenida Aeropuerto Avenida Aeropuerto, west of the railroad tracks, requires an asphalt concrete overlay and minor removal and replacement of existing asphalt concrete to prolong the life of the streets. Also, areas of Avenida Aviador and Calle Perfecto at their intersection with Avenida Aeropuerto require removal and replacement. The sidewalk at the curb returns will also be replaced with ADA access ramps. Businesses and residents of Capistrano Valley Mobile Home Estates will be notified of the work two (2)weeks and again, 72 hours prior to construction. Mission Hills Don Juan Avenue, Guadalupe Street, Ysidora Street and Andres Pico Road comprise the Mission Hills area of the City, constructed in the 1920's. Although previous maintenance has been carried out on these streets, they now require some full depth removal and replacement, together with an asphalt concrete overlay to preserve the structural integrity of these streets. Residents will be notified two weeks and again, 72 hours prior to construction. 4. Avenida De la Vista Speed Bumps When twelve speed bumps were constructed on Avenida De La Vista in 1994 from Oso Road to Calle Santa Barbara, two speed bumps south of Santa Barbara were omitted because of impending sewer construction. The sewer construction has since been completed and the two speed bumps are included in this project. 5. Schedule Construction is scheduled to start in April 1997 and should take sixty calendar days to complete. COMMISSION/BOARD REVIEW, RECOMMENDATIONS N/A FINANCIAL CONSIDERATIONS The engineer's estimates for construction are as follows: Via California/Las Ramblas $45,000 Avenida Aeropuerto $69,000 Mission Hills $76,000 Avenida De La Vista Speed Bumps $3,000 Total $193,000 Funds are budgeted in the 1996-1997 Capital Improvement Program as follows: Preventative Street Maintenance, Account No. 12-63500-4734-119 $206,000 Avenida Aeropuerto Curb and Gutter, Account No. 12-63500-4710-121 $19,000 Las Ramblas/Via California Rehab., Account No. 12-63500-4710-134 $25,000 Mission Hills Rehab., Account No. 12-63500-4703-135. $89,000 AGENDA ITEM December 3, 1996 Page 3 In the approved budget, the adopted funding source allocation is as follows: Measure M System Gas Tax Total Development Preventative Street Maintenance (119) $206,000 $206,000 Mission Hills (135) $89,000 $89,000 Avenida Aeropuerto Curb & Gutter $19,000 $19,000 (121) Via California/Las Ramblas (134) $25,000 $25,000 Total $206,000 $89,000 $44,000 $339,000 Currently, the Systems Development Fund is deficient by approximately $118,000. This is due to construction of high priority projects such as Valle Road Drainage, I-5 Soundwalls (City portion) and La Novia Landscape Project. Receipts from developer projects which support the Systems Development Fund are behind the current expenditures. It can be anticipated that development between now and the end of the fiscal year will bring the fund into a positive cash flow situation. However, needed projects such as the Pavement Maintenance projects covered by this report will be further delayed waiting for the cash flow to catch up with expenditures. Measure M Local Return Funds are a more stable fund source as they are received on a regular basis and are not dependent upon developer permits. Staff is, therefore, proposing a shift in funding from Systems Development to Measure M Local Return. Staff is, therefore, proposing the following funding shift, which moves $89,000 for the Mission Hills project(135)from Systems Development to Measure M. The $89,000 shortfall in the Preventative Maintenance work schedule will not be affected by the shift in funds.
