Huber, Director of Engineering& Building SUBJECT: Award of Contract - Preventative Street Maintenance 1996-1997 - 1. Via California/Camino Las Ramblas, 2. Avenida Aeropuerto 3. Mission Hills and 4. Capistrano Villas Speed Bumps (CIP Nos. 119, 121, 134 and 135) (Holland-Lowe Construction, Inc.) RECOMMENDATION By motion, award the contract for Preventative Street Maintenance 1996-1997 - 1. Via California/Camino Las Ramblas, 2. Avenida Aeropuerto 3. Mission Hills, and 4. Capistrano Villas speed bumps to the low responsible bidder, Holland-Lowe Construction, Inc. in the amount of $164,117.85 and reject all other bids. Authorize the Mayor and City Clerk to execute the document on behalf of the City. A. Summary and Recommendation Bids were opened February 3, 1997, for Preventative Street Maintenance 1996-1997. The bids are valid until May 4, 1997, a period of 90 days from the opening date. Staff is recommending that City Council award the contract to the low responsible bidder, Holland-Lowe Construction, Inc., in the amount of$164,117.85. B. Background Bids were opened for Preventative Street Maintenance as follows: Holland-Lowe Construction, Inc. $164,117.85 R. J. Noble Company 167,858.27 All American Asphalt 177,026.89 Excel Paving 181,476.80 Hardy and Harper 182,863.95 A& Y Company, Inc. 248,881.90 The bid from A&Y Company, Inc. was opened as $248,888.90 and has been amended above based on an arithmetic check. FOR CITY COUNCIL AGES'_. 34- AGENDA ITEM -2- March 4, 1997 The following subcontractors were listed with the bid from Holland-Lowe Construction, Inc.: All American Asphalt, Corona Ramirez Construction, La Puente Pavement Recycling, Riverside Works, Baldwin Park Jezowski and Markel, Orange National Paving, Riverside The following projects are included in this bid: 1. Via California/Camino Las Ramblas Via California, south of Camino Las Ramblas to the City limits and including the intersection of these two City streets, has deteriorated to a condition where some removal and replacement of existing asphalt concrete and an asphalt concrete overlay is necessary to prolong the life of the streets, without reconstruction. 2. Avenida Aeropuerto Avenida Aeropuerto,west of the railroad tracks, requires an asphalt concrete overlay and minor removal and replacement of existing asphalt concrete to prolong the life of the streets. Also, areas of Avenida Aviador and Calle Perfecto at their intersection with Avenida Aeropuerto require removal and replacement. The sidewalk at the curb returns will also be replaced with ADA access ramps. Businesses and residents of Capistrano Valley Mobile Home Estates will be notified of the work two (2)weeks and again, 72 hours prior to construction. 3. Mission Hills Don Juan Avenue, Guadalupe Street, Ysidora Street and Andres Pico Road comprise the Mission Hills area of the City, constructed in the 1920's. Although previous maintenance has been carried out on these streets, they now require some full depth removal and replacement, together with an asphalt concrete overlay to preserve the structural integrity of these streets. Residents will be notified two weeks and again, 72 hours prior to construction. 4. Capistrano Villas Speed Bumps When twelve speed bumps were constructed on Avenida De La Vista in 1994 from Oso Road to Calle Santa Barbara, two speed bumps south of Santa Barbara were omitted because of impending sewer construction. The sewer construction has since been completed and the two speed bumps are included in this project. Two additional speed bumps will be provided on Calle San Luis and Calle San Francisco.
