RECOMMENDATION
By Resolution, determine that the work for the Capital Improvement Project, Preventative Street
Maintenance 1996-1997; 1. Via California/Camino Las Ramblas, 2. Avenida Aeropuerto, 3. Mission
Hills and 4., Capistrano Villas Speed Bumps (CIP No's. 119, 121, 134 and 135) has been completed
and declare the work to be accepted; direct the City Clerk to forward a Notice of Completion to the
Orange County Recorder for recording and authorize Staff to release the 10% retention in the amount
of$16,623.01, 35 days after the recordation of the Notice of Completion.
SITUATION
A. Summary and Recommendation
The construction of the Preventative Street Maintenance 1996-1997 has been completed to
the satisfaction of the City Engineer and is ready for acceptance and recordation of a Notice
of Completion with the County Recorder.
B. Background
In March 1997, the City Council awarded a contract to perform street maintenance work to
Holland-Lowe Construction, Inc. in a number of locations as follows:
1. Via California/Camino Las Ramblas
Via California, south of Camino Las Ramblas to the City limits and including the
intersection of these two City streets, had deteriorated to a condition where some
removal and replacement of existing asphalt concrete and an asphalt concrete overlay
was necessary to prolong the life of the streets, without reconstruction.

2. Avenida Aeropuerto
Avenida Aeropuerto, west of the railroad tracks, required an asphalt concrete overlay
and minor removal and replacement of existing asphalt concrete to prolong the life of
the streets. Also, areas of Avenida Aviador and Calle Perfecto at their intersection
with Avenida Aeropuerto required removal and replacement. The sidewalk at the curb
returns was also replaced with ADA access ramps.
3. Mission Hills
Don Juan Avenue, Guadalupe Street, Ysidora Street and Andres Pico Road comprise
the Mission Hills area of the City, constructed in the 1920's. Although previous
maintenance had been carried out on these streets, they required some full depth
removal and replacement, together with an asphalt concrete overlay to preserve the
structural integrity of these streets. The recently approved stop bar and legend at
Guadalupe Street were added to the contract during construction.
4. Capistrano Villas Speed Bumps
When twelve speed bumps were constructed on Avenida De La Vista in 1994 from
Oso Road to Calle Santa Barbara, two speed bumps south of Santa Barbara were
omitted because of impending sewer construction. The sewer construction has since
been completed and the two speed bumps were included in this project. Two
additional speed bumps were provided on Calle San Luis and Calle San Francisco.

FINANCIAL CONSIDERATIONS
Funds were budgeted in the 1996-1997 Capital Improvement Program as follows:
Preventative Street Maintenance, Account No. 12-63500-4734-119 $206,000
Avenida Aeropuerto Curb and Gutter, Account No. 12-63500-4710-121 19,000
Las Ramblas/Via California Rehab., Account No. 12-63500-4710-134 25,000
Mission Hills Rehab., Account No. 12-63500-4703-135. 89.000
Total $339,000
The construction contract was awarded in the amount of $164,117.85 and was completed for
$166,230.11. One Change Order in the amount of$6,615.80 was authorized to correct Pacific Bell
trench work. The City is pursuing reimbursement of this work from Pacific Bell. Also authorized
was the stop bar and legend at Guadalupe Street in the amount of$122.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN JUAN
CAPISTRANO, CALIFORNIA, DECLARING WORK TO BE COMPLETED AS
TO PLANS AND SPECIFICATIONS FOR PREVENTATIVE STREET
MAINTENANCE 1996-97 - VIA CALIFORNIA/CAMINO LAS RAMBLAS,
AVENIDA AEROPUERTO, MISSION HILLS, AND CAPISTRANO VILLAS
SPEED BUMPS (CAPITAL IMPROVEMENT PROJECT NOS. 119, 121, 134
AND 135) (HOLLAND-LOWE CONSTRUCTION, INC.)
WHEREAS, on the 4th day of March, 1997, the City of San Juan Capistrano entered
into a contract with Holland-Lowe Construction, Inc., 541 Main Street, Suite 104-350, Corona,
California 91720-2042, for Preventative Street Maintenance 1996-97; and,
WHEREAS, the Director of Engineering and Building has evaluated the final
quantities and cost figures and recommends approval.
NOW,THEREFORE, BE IT RESOLVED, by the City Council of the City of San
Juan Capistrano as follows:
SECTION 1. That the work required to be performed by said Contractor has been
completed.
SECTION 2. That the total cost of said work is in the amount of$166,230.11.
SECTION 3. That the work is hereby accepted and approved.
SECTION 4. That the City Clerk is directed to forthwith forward a "Notice of
Completion" to the County Recorder of the County of Orange for recording.
