Huber, Director of Engineering & Building SUBJECT: Plans and Specifications, Authorize Staff to Receive Bids and Authorize the City Manager to Award the Construction Contract - Del Obispo Street Rehabilitation, Paseo De La Paz to Alipaz Street (CIP Nos. 103 and 110) RECOMMENDATION By motion, approve the plans and specifications, authorize Staff to receive bids and authorize the City Manager to award the construction contract for Del Obispo Street Rehabilitation, Paseo De La Paz to Alipaz Street. A. Summary and Recommendation Plans and specifications have been prepared to rehabilitate Del Obispo Street between Paseo De La Paz and Alipaz Street. The plans and specifications are now ready and Staff is requesting approval and authorization to receive bids. A copy of the plans and specifications are available for review in the City Clerk's Office; a copy has also been placed in the City Council Office. In order that a contract can be awarded before June 30, 1997, Staff is also requesting authorization for the City Manager to execute the contract so that a contract can be in place prior to June 30, 1997. B. Background In October 1994, City Council approved the submittal of twelve projects to the Orange County Transportation Authority (OCTA) for funding under the Combined Transportation Funding Program(CTFP). Two of these projects,which were successful in obtaining funding are Del Obispo Street Rehabilitation from Paseo De La Paz to Aguacate Road and from Aguacate Road to Alipaz Street, both for the 1996-1997 FY in the Local Surface Transportation Program(LSTP) administered by Caltrans. Contract funding requires that a contract be in place by June 30, 1997. Staff is, therefore, recommending that the City Manager be authorized to execute the contract prior to this date. RECOMMENDATIONS N/A FOR CITY COUNCIL AC:2Cif Db s: At, AGENDA ITEM April 15, 1997 Page 2 FINANCIAL CONSIDERATIONS The engineer's estimates for construction is $275,000. $134,300 is budgeted in Account No. 12- 63500-4734-103 for the Paseo De La Paz to Aguacate Road section in FY 1996-1997 and $43,700 in FY 1997-1998. $126,073 is budgeted in Account No. 12-63500-4703-110 for the Aguacate Road to Alipaz Street section in FY 1996-1997 and $50,927 in FY 1997-1998, for a total of$355,000. The LSTP funding program is a 50% matching program for eligible items. A total of$166,373 in LSTP funding and $43,700 in Measure M Local Return funding is allocated to this project. NOTIFICATION N/A ALTERNATE ACTIONS 1. Approve the plans and specifications and authorize Staff to receive bids for Del Obispo Street Rehabilitation, Paseo De La Paz to Alipaz Street. Authorize the City Manager to award the construction contract. 2. Do not approve the plans and specifications. 3. Request additional information from Staff.
