Rehabilitation, Paseo De La Paz to Alipaz Street (CIP No's. 103 and 110) (Holland-
Lowe Construction, Inc.)
RECOMMENDATION
By Resolution, determine that the work for the Capital Improvement Project, Del Obispo Street
Rehabilitation, Paseo De La Paz to Alipaz Street(CIP No's. 103 and 110) has been completed and
declare the work to be accepted; direct the City Clerk to forward a Notice of Completion to the
Orange County Recorder for recording and authorize Staff to release the 10% retention in the amount
of$23,761.57, 35days after the recordation of the Notice of Completion.
SITUATION
A. Summary and Recommendation
The construction of Del Obispo Street Rehabilitation between Paseo De La Paz and Alipaz
Street has been completed to the satisfaction of the City Engineer and is ready for acceptance
and recordation of a Notice of Completion with the County Recorder.
B. Background
In October 1994, City Council approved the submittal of twelve projects to the Orange
County Transportation Authority(OCTA) for funding under the Combined Transportation
Funding Program (CTFP). Two of these projects, which were successful in obtaining
funding, are Del Obispo Street Rehabilitation from Paseo De La Paz to Aguacate Road, and
from Aguacate Road to Alipaz Street, both for the 1996-1997 FY in the Local Surface
Transportation Program(LSTP) administered by Caltrans.
At the April 15, 1997, meeting, City Council approved the plans and specifications for Del
Obispo Street Rehabilitation and authorized the City Manager to award the construction
contract so that construction could proceed as much as possible during the school summer
break.

FINANCIAL CONSIDERATIONS
Funds were budgeted in the amount of$178,000 in Account No. 12-65300-4734-103 for the Paseo
De La Paz to Aguacate Road section, and $177,000 in Account No. 12-65300-4703-110 for the
Aguacate Road to Alipaz Street section for a total of$355,000. The construction contract was
awarded in the amount of$228,595.20 and was completed for$237,615.67. The cost increase is due
to increases in actual quantities over estimated quantities.
Additionally, $4,320 was spent on material testing, $5,000 on application processing to Caltrans, and
$1,177 on City administration and inspection.
The project is funded 50% by Caltrans-administered LSTP program up to $158,979.
NOTIFICATION
Holland-Lowe Construction, Inc.

2. Do not accept the improvements.

COMPLETION OF DEL OBISPO STREET REHABILITATION - PASEO DE
LA PAZ TO ALIPAZ STREET (HOLLAND-LOWE CONSTRUCTION. INC.)
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN JUAN
CAPISTRANO, CALIFORNIA, DECLARING WORK TO BE COMPLETED AS
TO PLANS AND SPECIFICATIONS FOR THE DEL OBISPO STREET
REHABILITATION, PASEO DE LA PAZ TO ALIPAZ STREET (HOLLAND-
LOWE CONSTRUCTION, INC.)
WHEREAS, on the 22nd day of July, 1997, the City of San Juan Capistrano entered
into a contract with Holland-Lowe Construction, Inc., 541 Main Street, Suite 104-350, Corona,
California 91720-2042, for construction of the Del Obispo Street Rehabilitation, Paseo de la Paz to
Alipaz Street; and,
WHEREAS, the Director of Engineering and Building has evaluated the final
quantities and cost figures and recommends approval.
NOW,'THEREFORE, BE IT RESOLVED, by the City Council of the City of San
Juan Capistrano as follows:
SECTION 1. That the work required to be performed by said Contractor has been
completed.
SECTION 2. That the total cost of said work is in the amount of$237,615.67.
SECTION 3. That the work is hereby accepted and approved.
SECTION 4. That the City Clerk is directed to forthwith forward a "Notice of
Completion" to the County Recorder of the County of Orange for recording.
