1998-0130_HARDY & HARPER, INC._Correspondence • January 30, 1998 Bonnie Holt, Chair Transportation Commission City of San Juan Capistrano 32400 Paseo Adelanto San Juan Capistrano, CA 92675 Dear Ms. Holt: I am writing on behalf of the residents who Iive on Via de Agua between Calle Conejo and Calle de Bonanza. As you may be aware, Via de Agua is a hazardous public street where the speed limit is constantly ignored. The portion of Via de Agua in question has no sidewalks, homes on both sides of the street, lots of street parking and a very heavy volume of traffic as it is the main entrance to both the Harbor Viewpoint and Meredith Canyon Homes. In fact, the engineering department estimated that there are 3,000 - 3,500 trips made per day on this section of Via de Agua and that at least 80% of drivers exceed the posted speed limit. Cars careen down the street without regard to the residents or pedestrians. The residents are extremely concerned about safety, especially for the children. In response to long-standing citizen complaints regarding excessive speeding, the City's engineering department recently analyzed the street, in light of City Council Policy 420, to determine if there were any traffic calming devices that might be useful. (Please see the attached letter from City Manager George Scarborough.) Based on the City's review, the residents organized to sign the City's speed hump petition and submitted it to Alan Oswald on January 19, 1998 for consideration and City Council action. 100% of the affected residents on Via de Agua and abutting properties on Calles Conejo and Canto signed the petition. 100% participation in the petition is a testament to the severity of the problem. Although the City Council policy does not require that the Transportation Commission review our request, City staff advised us that your commission would consider our item at either your February 11 or March 11 meeting. Please add this item to your agenda as soon as possible. The residents are anxious to forward their request to the City Council for review and approval.
