1997-1216_HARDY & HARPER, INC._Correspondence December 16, 1997 George Scarborough City Manager City of San Juan Capistrano 32400 Paseo Adelanto San Juan Capistrano, CA 92675 Dear Mr. Scarborough: I am writing to follow up on my recent letter to you regarding excessive speeding on Via de Agua. I appreciate the placement of the Sheriff's Department radar trailer on Via de Agua. I believe it was assigned to the street on two different occasions the most recent being December 12, 1997. Unfortunately, the educational effect of the trailer is not long term. I have reviewed the City's policy regarding speed humps and request that serious consideration be given to pacing a hump on Via de Agua between Calle Calita and Calle Bonanza. This section of Agua is the fastest and the longest stretch between stop signs. It is also, unfortunately, the section of the street with no side walks which makes it particularly hazardous. I believe that this section of Agua meets the placement criteria of your policy. • The speed limit is 25 miles per hour; • Via de Agua is a public street; • Traffic would not be diverted to another street to cause the same problem elsewhere (travailing to Calita over to Ramblas isn't a viable option); • There is a significant safety concern due to lack of sidewalks; • The street, in the section in question, suffers from lots of street parking which effectively makes the street narrower for passage; and • There is a consensus of those of us who live on this section of street that something needs to be done to reduce the traveling speed. I appreciate your review of this situation and look forward to hearing about what actions can be taken to reduce speeds on Via de Agua.
