RECOMMENDATION
By motion, approve the plans and specifications to install speed bumps, 1. Via De Agua between
Calle De Bonanza and Calle Conejo and 2. Alley parallel to Camino Capistrano and Avenida Los
Amigos between Avenida Golondrina and Avenida Padre, and authorize Staff to receive bids.
SITUATION
A. Summary and Recommendation
Plans and specifications have been prepared to install speed bumps at two locations, 1. Via
De Agua between Calle De Bonanza and Calle Conejo and 2. Alley parallel to Camino
Capistrano and Avenida Los Amigos between Avenida Golondrina and Avenida Padre. Staff
is requesting approval of the plans and specifications and authorization to receive bids. A
copy of the plans and specifications is available for review in the City Clerk's Office and a
copy has been placed in the City Council office.
B. Background
As a result of resident requests, Staff has prepared plans and specifications to install speed
bumps at two locations 1. Via De Agua between Calle De Bonanza and Calle Conejo and 2.
Alley parallel to Camino Capistrano and Avenida Los Amigos between Avenida Golondrina
and Avenida Padre.
Three speed bumps are proposed for Via De Agua, each complete with street "BUMP"
legends and advance warning signs.
Eight speed bumps are proposed for the alley, each complete with "BUMP" legends and with
advance warning signs at the cross street intersections with the alley; Avenida Golondrina,
Avenida La Paloma and Avenida Padre.

In order to construct the speed bumps on Via De Agua, street closures on Via De Agua will
be permitted between 8:30 a.m. and 3:30 p.m., except for local access. The contractor is
required to provide written notification to residents on Via De Agua between Calle de
Bonanza and Calle Conejo 48 hours in advance of any closure. It is likely that Calle Canto,
Via Cascada and Calle de Bonanza will be the predominant detour route during the closure
periods of Via De Agua. The contractor will provide advance notification signs of a detour
for local traffic, as well as detour signage at the time of the detour.
Closure of the alley from Avenida Padre to Avenida Golondrina will also be permitted
between 8:30 a.m. and 3:30 p.m., except for local access.
COMMISSIONBOARD REVIEW. RECOMMENDATIONS
The Transportation Commission has reviewed the projects and voted to forward them to the City
Council. City Council approved the project concept at the April 7, 1998, meeting.
FINANCIAL CONSIDERATIONS
The estimated cost for each project is $12,000 for a total of$24,000. Construction funding will be
recommended in the 1998-1999 CIP budget.

1. Approve the plans and specifications and authorize Staff to receive bids for the installation
of speed bumps, 1. Via De Agua between Calle De Bonanza and Calle Conejo and 2. Alley
parallel to Camino Capistrano and Avenida Los Amigos between Avenida Golondrina and
Avenida Padre.
2. Do not approve the plans and specifications.
3. Request additional information from Staff
