SUBJECT: Award of Bid - City Sanitary Sewer Line Maintenance
Recommendation
By motion, accept the Sanitary Sewer Line Maintenance bid as submitted and award to
Empire Pipe Cleaning & Equipment, Inc. for an estimated amount not to exceed $22,000
per year, at the unit prices listed on the bid proposal.
SITUATION
Currently, the City of San Juan Capistrano receives bids and authorizes the cleaning of City
sewer lines on a per job basis. The purpose of soliciting an annual contract for all City
sewer cleaning is to lower the per linear foot or hourly price which would give the City the
flexibility of either performing more work for the same amount of money, or if necessary
to reduce annual costs without substantially reducing service levels. In addition, the
establishment of an annual contract will significantly reduce the staff time required and
paper work currently needed to do cleaning on a per job basis. The Department of Public
Lands and Facilities, therefore, prepared a bid document calling for prices on both a per
foot basis and an hourly basis for both routine and emergency work, which is expected to
provide additional flexibility in obtaining sanitary sewer line maintenance for City sewer
lines. Requests for bids were advertised in the local newspapers, as well as the F.W. Dodge
"Greensheet" and the Daily Construction Service.
A pre-bid conference was held on May 11, 1993, to answer questions and make
clarifications, followed by the bid opening on May 18, 1993. There were three contractors
who purchased specification packages; however, only one submitted a bid for the
Maintenance of Sanitary Sewer Lines.
One of the problems that the City of San Juan Capistrano has encountered is the lack of
specialized sewer service contractors within the area. Being located at the far end of South

Orange County, there are no sewer service contractors servicing this area who are also
geographically located here. The surrounding cities (San Clemente,Dana Point and Mission
Viejo) either contract with the County, which is more costly, or have their own sewer
cleaning equipment and crews.
The one bid received, from Empire Pipe Cleaning and Equipment, Inc., was as follows:
City Sewer & Drainage Lines:
$.12 Per Linear Foot
$95.00 Per Hour (Routine)
$95.00 Per Hour (Emergency - 1st 2 Hours)
$95.00 Per Hour (Emergency - Each Hr Thereafter)
City Staff have negotiated with Empire Pipe Cleaning and Equipment to contract at the rate
previously received from their company, $.11 per Linear Foot (See attached letter of
5/28/93).
Empire Pipe Cleaning has provided sanitary sewer line maintenance service to the City of
San Juan Capistrano for several years. They have always provided high quality, professional
and dependable service, responding to all requests in a timely manner. It is critical that the
City have the ability to work with a company who can and will respond immediately upon
short notice, especially due to the health concerns associated with sewer incidents.
This contract shall extend from July 1993 through June 1995, with an option to renew for
two years if mutually agreed upon by the City and the contractor.
The Department of Public Lands and Facilities has reviewed all references for Empire Pipe
Cleaning and the contract, insurance verification, statements of experience and equipment,
etc. have been received. As a result of the outstanding qualifications provided by Empire
Pipe Cleaning and Equipment, and our ability to contract at no increase in price, Staff
recommends that the City Sanitary Sewer Line Maintenance Contract be awarded to Empire
Pipe Cleaning and Equipment, Inc.

FINANCIAL CONSIDERATIONS
Funds for the 1993-94 City Sanitary Sewer Line Maintenance contract are currently
budgeted in account #17-62419-4454.
ALTERNATE ACTIONS
1. Accept the Sanitary Sewer Line Maintenance bid as submitted and award to Empire
Pipe Cleaning & Equipment, Inc. for an estimated amount not to exceed $22,004 per
year, at the unit prices listed on the bid proposal.
2. Do not accept the bid as submitted.
3. Refer to staff for additional information.
Recommendation

Empire Pipe Cleaning & Equipment, Inc. for an estimated amount not to exceed $22,000
per year, at the unit prices listed on the bid proposal.
