1997-0520_CALIFORNIA TRAFFIC MAINTENANCE_D7_Agenda Report AGENDA ITEM May 20, 1997 TO: George Scarborough, City Manager FROM: Jennifer Murray, Acting Director, Public Lands and Facilities SUBJECT: Award of Contract - Pavement Marking Maintenance, Installation and Removal (California Traffic Maintenance) RECOMMENDATION By motion, accept the bids for Pavement Marking Maintenance, Installation and Removal as submitted and award to the low responsible bidder, California Traffic Maintenance, in an estimated annual amount not to exceed $65,000 at the unit prices listed on the bid proposal. SITUATION A. Summary and Recommendation Based on a review and analysis of the proposals received, Staff is recommending award of the attached contract for the maintenance, installation and removal of pavement markings to California Traffic Maintenance from July 1, 1997 through June 30, 1998. The contract shall be automatically renewed for two (2) one year terms unless either party desires to terminate the contract on each annual renewal date. B. Background Project description: This contract (Attachment 1) consists of maintenance, installation and removal of pavement markings within the City as indicated within a written work order from the Superintendent of Maintenance or his designee. Proposals were requested for contract services and include: 1. The cost of approximately 70 pavement marking items; 2. Costs of various personnel and equipment for extraordinary repairs; 3. A critique of the company and personnel; 4. References from other agencies. A Request for Proposals was advertised and mailed to nine striping contractors. California Traffic Maintenance received excellent recommendations from its references and was found to be well equipped and staffed to serve the City's needs. Additionally, California Traffic Maintenance submitted the lowest overall cost for striping maintenance as evidenced in the above overall cost breakdown (see also attached Proposal Analysis Sheet - Attachment 2). This contract shall extend from July 1, 1997 through June 30, 1998, and shall be automatically renewed for two (2) one year terms unless either party desires to terminate the contract on each annual renewal date. Staff recommends that the City Council approve the award of contract for 1997-98 Pavement Marking Maintenance, Installation and Removal to California Traffic Maintenance, effective July 1, 1997. Pacific Striping County of Orange Agenda Item May 20, 1997 Page 3 COMMISSIONBOARD REVIEW, RECOMMENDATIONS N/A FINANCIAL CONSIDERATIONS Funds for the 1997-98 Pavement Marking Maintenance, Installation and Removal have been budgeted in Account No. 01-62419-4443 in the amount of$65,000. ALTERNATE ACTIONS 1. Accept the bids for Pavement Marking Maintenance, Installation and Removal as submitted and award to the low responsible bidder, California Traffic Maintenance, in an estimated annual amount not to exceed $65,000 at the unit prices listed on the bid proposal; 2. Do not accept the Pavement Marking bids as submitted and do not award to California Traffic Maintenance; 3. Request additional information from Staff. RECOMMENDATION By motion, accept the bids for Pavement Marking Maintenance, Installation and Removal as submitted and award to the low responsible bidder, California Traffic Maintenance, in an estimated annual amount not to exceed $65,000 at the unit prices listed on the bid proposal.
