JULIAN, CITY MANAGER FROM: GEORGE SCARBOROUGH, ASSISTANT CITY MANAGER SUBJECT: SCHOOL CROSSING GUARD FOR AMBUEHL ELEMENTARY SCHOOL In response to a request from the Capistrano Unified School District, a school crossing guard study was done in April at the intersection of San Juan Creek Road and Calle Cartagena. The results of the study indicate that neither of the crossings at the intersection presently meets the required traffic volumes as defined in Caltrans Traffic Manual and City policy for Warrants for Adult Crossing Guards. As a result, and as is appropriate, the Public Works Engineering staff have recommending not supporting the installation of a crossing guard at this time in accordance with the "Review Process for Consideration of Requests for School Crossing Guards" as approved by the City Council in April of 1983. A memo from Bud Vokoun, the City Traffic Engineer, which discusses the survey in detail and forwards the engineering recommendation is attached. However, because the Capistrano Unified School District has not provided adequate parking nor adequate room for good internal circulation at Ambuehl Elementary School, considerable spillover and confusion occurs during times parents are picking up and dropping off their children. An adult crossing guard will add a significant safety factor to the situation that has been created by the failure to address adequate parking and internal circulation. In addition, the housing developments that are presently under construction east of the school are projected to increase traffic sufficiently to meet or exceed the warrants for an adult crossing guard before the end of the fiscal year. The recently adopted 1990-1991 City budget included funding the adult crossing guard at Ambuehl Elementary School for the full fiscal year. Therefore, funding is available to start the crossing guard this month with the beginning of the year round school session. COMMISSION/BOARD REVIEW & RECOMMENDATIONS: The Traffic and Transportation commission reviewed this item on June 13, 1990, and made a motion to forward a recommendation to the City Council for the installation of a crossing guard for Ambuehl Elementary School at the intersection of San Juan Creek Road and Calle Cartegena in that the warrants will shortly be met because of increased vehicular volumes generated by new development opening FOR CITY COUNCIL AGENq/ up to the ease and because the 1989 speed survey is outdated. FINANCIAL CONSIDERATIONS: Costs for the crossing guard is $6,000 annually and have been funded in the 1990-1991 City budget. PUBLIC NOTIFICATION: Capistrano Unified School District ALTERNATE ACTIONS: 1. Approve the installation of a crossing guard at Ambuehl Elementary School and authorize the execution of a contract amendment with the Orange County Sheriffs Department for the additional crossing guard. 2. Deny the installation of a crossing guard. 3.
