ADDITIONAL DATA (Continued)

The FY 2003-2004 services in the attached Fourth Amendment include 15 patrol units, 40
hours per week; three motorcycle deputies; three deputies for a community support unit; two
investigators; one lieutenant; four sergeants; two community services officers for parking
control and regional support services. The total cost to the City is $5,291,349.
Contract costs include salaries, wages, benefits, services, supplies and transportation expenses
as well as division, department and County General (CWCAP) overhead. The FY 2003-2004
contract costs are 9.61% higher than the FY 2002-2003 amount of $4,827,651. This increase is
primarily due to benefits cost increases and the cost of adding the Mobile Data Computers
(MDC's).
Currently there are outstanding salary and benefit issues including the Association of Orange
County Deputy Sheriffs contract which expires in October 2003. Therefore, the Agreement has
provisions which require that the City of San Juan Capistrano pay for the cost of any increase in
compensation or benefits or adjust the service level to stay within the maximum obligation of the
Agreement.
Adjustments to the Sheriff -Coroner's Appropriations and Revenue and/or position count
resulting from this Amendment will be submitted for Board approval in the CEO's First
Quarterly Budget Report.
The Sheriff -Coroner requests your Honorable Board's approval of the Fourth Amendment to
the Agreement with the City of San Juan Capistrano and the FY 2003-2004 cost of services as
referenced in the recommended action.
