SUMMARY OF REQUEST (Description for Agenda)
The Sheriff -Coroner requests approval of the Third Amendment to the law enforcement services Agreement with
the City of San Juan Capistrano.
ADDITIONAL DATA:
Since July of 1961, the City of San Juan Capistrano has been contracting with the County for the Sheriff -Coroner
to provide law enforcement services. On August 1, 2000, your Honorable Board approved the most recent Five -
Year Agreement between the County and the City. The Agreement is for the period from July 1, 2000 through
June 30, 2005.

RECOMMENDED ACTION
1. Authorize the Chairman of the Board of Supervisors to execute the Third Amendment to the law enforcement
services Agreement with the City of San Juan Capistrano for the period July 1, 2002 through June 30, 2003.
2. Approve the 2002-2003 charges for law enforcement services to the City in the amount of $4,827,651 for the
period from July 1, 2002 through June 30, 2003.

The 2002-2003 services in the attached Third Amendment include 15 patrol units, 40 hours per
week; three motorcycle deputies; three deputies for a community support unit; two
investigators; one lieutenant; four sergeants; two community services officers for parking
control and regional support services. The total cost to the City is $4,827,651.
Contract costs include salaries, wages, benefits, services, supplies and transportation expenses
as well as division, department and County General (CWCAP) overhead. The 2002-2003
contract costs are 10.81% higher than the FY 2001-2002 amount of $4,356,799. This increase
is primarily due to salary and benefits increases, including the 3% @ 50 retirement benefit
negotiated by the County with the Association of Orange County Deputy Sheriffs.
Adjustments to the Sheriff -Coroner's Appropriations and Revenue and/or position count
resulting from this Amendment will be a part of the CEO's First Quarterly Budget Report.
The Sheriff -Coroner requests your Honorable Board's approval of the Third Amendment to the
Agreement with the City of San Juan Capistrano and the 2002-2003 cost of services as
referenced in the recommended action.
