00-0705_ORANGE, COUNTY OF_D10_Agenda Report0 0 AGENDA ITEM July 5, 2000 TO: Honorable Mayor and City Council FROM: George Scarborough, City Manager SUBJECT: Consideration of Approval of a Five Year Law Enforcement Services Agreement for Fiscal Years 2000/2001 through 2004/2005 RECOMMENDATION: By motion, approve the attached Five Year Agreement between the City of San Juan Capistrano and the County of Orange for the provision of law enforcement services during the 2000/2001 through 2004/2005 fiscal years. SITUATION Since 1961 the City of San Juan Capistrano has been contracting with the County of Orange for Sheriff -Coroner to provide law enforcement services. On June 30, 1995 council approved a Five Year Service Agreement between the County and the City for the Sheriff to provide contract law enforcement services. The Agreement expires on June 30, 2000. The attached Five Year Agreement extends contract law enforcement services for the period July 1, 2000 to June 30, 2005. The attached Agreement provides for the continuation of Sheriff services to the City during the fiscal year 2000/2001. The agreement describes the quantities of patrol/traffic services, investigation services, supervision, administrative and support services, commercial vehicle inspection and enforcement, community based policing, motorcycle enforcement and parking control that will be provided during the next fiscal year. The agreement also describes the City's contribution for leasing certain equipment needed by Sheriffs deputies. The present staffing includes: 1 Lieutenant, 5 Sergeants (shared with the City of Dana Point), 2 Criminal Investigators, 20 Deputy Sheriffs and 2 Parking Control Officers. The City also shares regional positions with other south county cities for traffic accident investigation/supervision, investigation supervision, and general clerical support. Patrol scheduling consists of 1 Sergeant and 3 Deputy Sheriffs on the midnight shift (2300 hrs. to 0700 hrs.), 1 Sergeant and 7 Deputy Sheriffs on day shift (0630 hrs. to 1500 hrs.), 1 Sergeant and 7 Deputy Sheriffs on swing shift (1500 hrs. to 2400 hrs.) and 3 Motorcycle Deputy Sheriffs. The two Parking Control Officers provide 7 days of uniform parking enforcement. FOR CITY COUNGL AGENDA .... I)0 AGENDA ITEM July 5, 2000 This year's law enforcement contract of $3,837,448 reflects an increase of 3.49%. This increase is due to the addition of an unmarked Investigative sedan, the replacement of a standard black and white patrol vehicle to a 4 wheel drive off-road vehicle, a Regional Support Auto Theft/Fraud Investigator and a Regional Investigative Assistant in the Traffic Division. Additionally, Staff has recommended the addition of (1) Sergeant (shared with the City of Dana Point). This position would allow the deployment of an additional Sergeant on the evening shift, five days a week, during the most active periods. This would allow greater availability and resources of supervision to both cities. The addition of this position is included in this year's city budget. If approved, staff will submit an addendum to this year's Police Services agreement to include the '/2 time Sergeant position. Staff recommends the City Council approve the proposed Five Year Law Enforcement Service Agreement with the County of Orange. Additionally, staff feels the present service level will adequately address all law enforcement needs for the City during fiscal year 2000/2001, with the inclusion of the proposed Sergeants position. COMMISSION/BOARD REVIEW AND RECOMMENDATIONS: Not Applicable FINANCIAL CONSIDERATIONS: The total cost of the 2000/2001 Law Enforcement Services agreement will be $3,837,448. This represents an increase of approximately 3.49%. The cost of the proposed agreement is reflected in the 2000/2001 operating budget. NOTIFICATION: Not applicable ALTERNATE ACTIONS: 1.
