Noreen Swiontek, Senior Management Analyst DATE: December 10, 2018 SUBJECT: Ratification of Emergency Purchase for Lower Hunt Club/Steeplechase Pump Station Repair (Layne Christensen Company) RECOMMENDATION: Ratify an Emergency Purchase Authorization in the amount of $62,160 with Layne Christensen Company for replacement of two pumps and components at the Lower Hunt Club/Steeplechase Pump Station- DISCUSSION/ANALYSIS, In October 2018, the two vertical turbine pumps at the Lower Hunt Club/Steeplechase Pump Station failed. This restricted water flow to the Upper Hunt Club reservoir. To maintain operations, a rental pump was installed while the extent of the repairs was evaluated. Both pumps and components were then replaced under the emergency purchase authorization process in order to maintain water flow to the Upper Hunt Club reservoir. The City's purchasing policy permits the City Manager to authorize the purchase of goods, supplies, equipment, materials, and services without following the Purchasing Policy bidding procedures when the public health, safety, or welfare of the community would be affected. Emergency purchases must be submitted to the City Council for ratification. Accordingly, it is recommended that the City Council ratify the purchase approved through the Emergency Purchase Authorization process in the total amount of $62,160, as identified in the attached Emergency Purchase Authorization Form (Attachment 1). As validation of the reasonableness of the cost of this purchase, two other proposals for the replacement pumps were obtained, which were higher cost proposals. City Council Agenda Report December 10, 2018 Page 2 of 2 _ FISCAL IMPACT: Sufficient funds are available in the Water Fund Capital Improvement Project 19804 budget for Pump Station Component Replacements to cover the cost of the work. ENVIRONMENTAL IMPACT: The replacement work performed, and the recommended action of ratifying the expenditure, are exempt from the California Environmental Quality Act (CEQA) per Section 15061(b)(3), which is the general rule that CEQA applies only to activities that have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. PRIOR CITY COUNCIL REVIEW: There was no prior City Council review COMMISSION/COMMITTEE/BOARD REVIEW AND RECOMMENDATIONS: On November 20, 2018, the Utilities Commission recommended that the City Council ratify the emergency purchase for the Steeplechase/Hunt Club pump station repairs.
