Regular Meeting December 13, 2018
A. ORGANIZATION
1. CALL TO ORDER: 4:30 p.m. -City Council Chamber
2. ROLL CALL: Chair Rob Williams, and Committee Members Stan Braden and
Geoff Sumich.
B. ORAL COMMUNICATIONS:
Persons wishing to address the Governing Body on city business that is not listed on
the agenda may do so at this time. Persons wishing to address the Committee on any
item that is listed on the Agenda should submit a Request to Speak form to the
Secretary. Forms are available at the entrance to the Council Chamber. The Chair
Person will call forward speakers during consideration of each item.
Please limit all comments to 3 minutes.
C. CONSENT CALENDAR:
Items listed on the Consent Calendar are considered routine and will be enacted by
one motion and one vote. There will be no separate discussion of these items. If
discussion is desired, that item may be removed from the Consent Calendar and will
be considered separately.

E. UNFINISHED BUSINESS:
1. Consideration of an Architectural Controls (AC) 18-028, (AC) 18-020,
Conditional Use Permit (CUP) 18-01 O; and Sign Permit (SP) 18-030 Chevron
Service Station: a request to convert an auto repair facility into a small market
and to allow for beer and wine sales, to change the color of the canopy, re-face
regulatory decals on 6 pumps, replace an existing freestanding sign with a new
monument sign with LED lights and a request to amend condition of approval
No. 3(b) of Planning Commission Resolution No. 86-5-27-2, in order to allow
the existing pole sign to remain on the site at 26571 Junipero Serra (Assessor
Parcel Number 649-361-04)(Applicant: Fred Cohen)(Project Manager: Art
Bashmakian, Contract Planner).
2. Consideration of an Architectural Control (AC) 17-031, Zone Variance (ZV) 18-
004, Sign Permit (SP) 18-043, Grading Plan Modification (GPM) 18-008 &
Floodplain Land Use Permit (FP) 18-002; San Juan Hills Golf Club: a request to
relocate and reconfigure an existing driving range, construct a new parking lot,
new ancillary structures and landscaping, a new 50 to 80 foot tall safety net for
the relocated driving range, a new monument sign and development within a
Flood Zone located at 32120 San Juan Creek Road (Assessor Parcel Number
666-011-027)(Applicant: Robert Harding).
F. NEW BUSINESS:
1. Consideration of Sign Program (SP) 18-04 7; 24 Hour Fitness Sign Program: a
request for review of a proposed sign program for new building mounted wall
signs and a monument sign located at 27124 Calle Arroyo (APN 666-131-09
and 666-131-15) (Applicant: Michael Roberts, Mega Hertz Electric Inc.) (Project
Manager: Sergio Klotz, Assistant Director).
2. Consideration of Building Permit (8) 18-1335; Larson Farm Perimeter Fence: a
request for review of a proposed 6'-0" tall wood fence enclosing the property at
the Southeast Corner of Camino Las Ramblas and Via California (APN 675-
252-01) (Applicant: Jordan Larson) (Project Manager: Laura Stokes, Housing
Supervisor I Associate Planner).
3. Consideration of Sign Permit (SP) 18-045; Mission Hacienda Directory
Monument Sign: a request for review of a proposed modification to an existing
directory monument sign located at 31661 Camino Capistrano (APN 121-141-
28) (Applicant: Jax Wraps, LLC) (Project Manager: Laura Stokes, Housing
Supervisor I Associate Planner).
4. Consideration of Sign Permit (SP) 18-034; Del Taco Monument Sign: a request
for review of a proposed relocation and modification to an existing monument
sign located at 31780 Del Obispo Street (APN 668-241-36) (Applicant: CNP
Signs & Graphics) (Project Manager: Laura Stokes, Housing Supervisor/
Associate Planner).

5. Consideration of an Architectural Control (AC) 18-014, Sign Permit (SP) 18-050,
Grading Plan Modification (GPM) 18-004, Tree Removal Permit 18-029, Lot
Line Adjustment (LLA) 18-002, Conditional Use Perniit (CUP) 18-005, General
Plan Amendment (GPA) 17-002, and Rezone (RZ) 17-001; Protea Memory
Care: a request to construct a 35,349 square foot, 72 bed, memory care facility
located at 31451, 31531, and a portion of 31501 Avenida Los Cerritos, totaling
2.09 acres (APNs: 650-151-14, 650-151-15, and a 1.4Acre Portion of 650-151-
24) (Applicant: Protea Senior Living, SJC, LLC) (Project Manager: Laura
Stokes, Housing Supervisor I Associate Planner).
