PC Minutes-2018-12-11A. ORGANIZATION: 1. CALL TO ORDER: MINUTES December 11, 2018 PLANNING COMMISSION REGULAR MEETING The Vice-Chair called the meeting to order at 6:30 p.m. 2. ROLL CALL: Commissioners Present: Tim Neely, Chair Rob Williams, Vice-Chair Matthew Gaffney -Arrived at Item B Mark Speros Barrett Steele -Arrived at Item B Staff Present: Sergio Klotz, Assistant Development Services Director Art Bashmakian, Contract Planner David Pierucci, Deputy City Attorney 3. CONSENT CALENDAR: Items listed on the Consent Calendar are considered routine and will be enacted by one motion and one vote. There will be no separate discussion of these items. Approved as presented by a 3-0 vote (Commissioners Neely and Gaffney abstained). D. UNFINISHED BUSINESS: None PC Action Minutes 2 December 11 2018 E. NEW BUSINESS: 1. Architectural Control (AC) 18-031 Tradewinds Project (Toll Brothers /Jason Certilman Applicant) A request for review of a modification to architectural elevations associated with a previously approved Architectural Control (AC 18-010) and modifications to the wall and fence plan for Tract 15609 (lots 1-23) consisting of 23 new single-family detached houses (APN 675-444-01-675-444-24; 675-444-25; 675-442-05 -675-442-07)(Project Manager: Art Bashmakian, Contract Planner). Art Bashmakian made a staff presentation and responded to questions. Jason Certilman, applicant, responded to Commissioners' questions. Adoption of Resolution PC RESOLUTION NO. 18-12-11-01, ARCHITECTURAL CONTROL (AC) 18- 031 , A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA APPROVING ARCHITECTURAL CONTROL (AC} 18-031, MINOR MODIFICATIONS TO PREVIOUSLY APPROVED DEVELOPMENT PLANS FOR 23 NEW SINGLE-FAMILY DETACHED HOMES AND TO THE WALL AND FENCE PLAN FOR TRACT 15609, TRADEWINDS AT PACIFICA SAN JUAN LOCATED AT PASEO CAMPANILLA AND VISTA MARINA WEST OF AVENIDA CALIFORNIA (ASSESSOR'S PARCEL NUMBERS 675-444-01 THROUGH 675-444-22} (APPLICANT: JASON CERTILMAN, TOLL BROTHERS). Commissioner Speros made a motion, seconded by Commissioner Steele, to adopt a resolution approving Architectural Control (AC) 18-031 allowing modifications to previously approved development plans for 23 new single- family detached homes and modifications to the wall and fence plan of Tract 15609. The motion passed by a 5-0 vote. AYES: Commissioners Neely, Gaffney, Speros, Steele and Williams. NOES: None. ABSTAIN: None. 2. Architectural Control (AC) 18-032 Ocean Hills Project (Toll Brothers I Jason Certilman Applicant)- Modifications to the wall and fence plan for Tract 16752 (lots 1-82) which approved development plans for 82 new single-family detached houses (APN 675-471-01through675-444-38; 675-471-41; 675-461-46; 675-461-01 through PC Action Minutes 3 December 11 2018 675-461-44; 675-461-50 through 675-461-52)(Project Manager: Art Bashmakian, Contract Planner). Adoption of Resolution PC RESOLUTION NO. 18-12-11-02, ARCHITECTURAL CONTROL (AC) 18- 032 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA APPROVING ARCHITECTURAL CONTROL (AC) 18-032, MINOR MODIFICATIONS TO THE WALL AND FENCE PLAN FOR TRACT 16752, OCEAN HILLS AT PACIFICA SAN JUAN LOCATED AT THE INTERSECTION OF PASEO ETERNIDADANDAVENIDA CALIFORNIA WITHIN THE PACIFICA SAN JUAN DEVELOPMENT. (ASSESSOR'S PARCEL NUMBERS (APN 675-471-01THROUGH675-444- 38; 675-471-41; 675-461-46; 675-461-01THROUGH675-461-44; 675-461-50 THROUGH 675-461-52) (APPLICANT: JASON CERTILMAN, TOLL BROTHERS). Commissioner Speros made a motion, seconded by Commissioner Gaffney, to adopt a resolution, approving Architectural Control (AC) 18-032, allowing the use of 6'-0" high glass panel sound wall with masonry base instead of the 6'-0" high tubular steel fence as prescribed in the Pacifica San Juan Design Guidelines for lots 63-79 and 82 within tract 16752, Ocean Hills at Pacifica San Juan. The motion passed by a 5-0 vote. AYES: Commissioners Neely, Gaffney, Speros, Steele and Williams. NOES: None. ABSTAIN: None. F. PUBLIC HEARINGS: None. G. INFORMATION ITEM: None. H.
