PC Minutes-2018-11-13A. ORGANIZATION: 1. CALL TO ORDER MINUTES November 13, 2018 PLANNING COMMISSION REGULAR MEETING The Vice-Chair called the meeting to order at 6:30 p.m. 2. PLEDGE OF ALLEGIANCE Vice-Chair Williams led the Pledge of Allegiance. B. ORAL COMMUNICATIONS: None. C. CONSENT CALENDAR: Items listed on the Consent Calendar are considered routine and will be enacted by one motion and one vote. There will be no separate discussion of these items. If discussion is desired, that item may be removed from the Consent Calendar and will be considered separately 1. Draft October 9, 2018 Planning Commission Meeting Minutes. Approved as presented by a 3-0 vote. D. UNFINISHED BUSINESS: None PC Action Minutes 2 November 13 2018 E. NEW BUSINESS: 1. Sign Permit (SP) 18-020 Capistrano Royale Subdivision Monument Sign (Willier Masonry Applicant) A request for a 7.8 Square Foot, 4'-0" Tall Subdivision Monument Sign at the community entrance, located at the northeast corner of Highland Drive and Imperial Drive (APN 650-422-01) (Project Manager: Laura Stokes, Housing Supervisor/Associate Planner). Laura Stokes made a staff presentation and responded to questions. Kevin Willier, applicant, responded to Commissioners' questions. Adoption of Resolution PC RESOLUTION NO. 18-11-13-01, SIGN PERMIT (SP) 18-020 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA APPROVING SIGN PERMIT (SP) 18-02 FOR THE CAPISTRANO ROYALE SUBDIVISION MONUMENT SIGN LOCATED AT THE NORTHEAST CORNER OF HIGHLAND DRIVE AND IMPERIAL DRIVE (ASSESSOR PARCEL NUMBER 650-422-01). Commissioner Williams made a motion, seconded by Commissioner Steele, to approve the monument sign with a condition requiring that landscaping and lighting be added to the monument sign, but the motion was not supported. Commissioner Williams amended his motion, seconded by Commissioner Steele, to adopt a resolution approving Sign Permit (SP) 18-020 establishing a subdivision monument sign for the Capistrano Royals Home Owners Associates at the northeast corner of Highland Drive and Imperial Drive, with additional conditions that prior to issuance of a building permit, the applicant shall prepare and receive approval of a landscape plan for the Highland Drive and Imperial Drive corner, and any proposed future lighting of the monument sign be considered by the Planning Commission. The motion passed by a 3-0 vote. AYES: Commissioners Williams, Speros and Steele. NOES: None. ABSTAIN: None. PC Action Minutes 3 November 13 2018 F. PUBLIC HEARINGS: None. G. INFORMATION ITEM: None.
