ROLL CALL: Commissioners Present: Rob Williams, Vice-Chair Mathew Gaffney Mark Speros Barrett Steele Commissioners Absent: Tim Neely, Chair Staff Present: Joel Rojas, Development Services Director Sergio Klotz, Assistant Development Services Director Art Bashmakian, Contract Planner Elizabeth Hull, Deputy City Attorney 3. PLEDGE OF ALLEGIANCE: Vice-Chair Williams led the Pledge of Allegiance. B. ORAL COMMUNICATIONS: None. C. CONSENT CALENDAR: Items listed on the Consent Calendar are considered routine and will be enacted by one motion and one vote. There will be no separate discussion of these items. If discussion is desired, that item may be removed from the Consent Calendar and will be con$idered separately. 1. Draft September 25, 2018 Planning Commission Meeting Minutes. Approved as presented by a 3-0-1 vote with Commissioner Speros noting that he reviewed the September 25, 2018 Planning Commission Meeting video and Commissioner Williams abstaining. D. UNFINISHED BUSINESS: None PC Action Minutes 2 October 9 2018 E. NEW BUSINESS: None. F. PUBLIC HEARINGS: 1. Architectural Control (AC) 17-030 I Grading Plan Modification (GPM) 18-007 Harbor View Project (Toll Brothers I Nick Norvilas Applicant) Modifications to a previously approved Architectural Control (AC) 16-011, and Grading Plan (The Pearl), Tract 15687 for 59 new single-family detached-unit condominium project located at the northwest corner of Via La Jolla and Avenida California. (APN 675-081-20). (Project Manager: Art Bashmakian, Contract Planner). Art Bashmakian made a staff presentation and responded to questions. Nick Norvilas, applicant, responded to Commissioners' questions. Vice Chair Williams opened the Public Hearing and Doug Main and Chris . Basantes provided public testimony. Adoption of Resolution PC RESOLUTION NO. 18-10-09-01, ARCHITECTURAL CONTROL (AC) 17- 030 GRADING PLAN MODIFICATION (GPM) 18-007 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA APPROVING ARCHITECTURAL CONTROL (AC) 17-030. AND GRADING PLAN MODIFICATION (GPM) 18-007 (HARBOR VIEW) MODIFICATIONS TO PREVIOUSLY APPROVED DEVELOPMENT PLANS FOR 59 NEW SINGLE-FAMILY DETACHED CONDOMINIUM PROJECT WITHIN TRACT 15687 THE NORTHWEST CORNER OF VIA LA JOLLA AND AVENIDA CALIFORNIA (ASSESSOR'S PARCEL NUMBERS 675-081-20) (APPLICANT: NICK NORVILAS, TOLL BROTHERS). Commissioner Speros made a motion, seconded by Commissioner Steele, to adopt a resolution approving Architectural Control (AC) 17-030 and Grading Plan Modification (GPM) 18-007 allowing modifications to the previously approved development plan for 59 new single-family detached homes within Tract 15687, Harbor View at Pacifica San Juan.
