Dear Mr. Siegel,
Earlier this month the Orange County Chiefs' of Police and Sheriff's Association(OCCOPSA)approved
the addition of the AES encryption standard to all of the Hot-Red radios throughout the county. The
"red-channel" radio, commonly referred to as the Hot-Red radio, is utilized for emergency
communications and is installed in every patrol vehicle and patrol motorcycle across the county. This
radio is the only primary frequency currently in operation without the current encryption standard. The
addition of the AES encryption will bring the Hot-Red radio in line with all of the other radios and
primary talk-groups for the federal encryption standard. This issue was first brought to your attention in
a separate correspondence in March of this year. The 800 MHz Governance Committee approved this
change to the Hot-Red Radios at their meeting on May 11 th, 2017.
Also brought to your attention in March was the issue of certain 800 MHz radios needing to be "trued-
up." These are radios that were purchased without the necessary feature sets needed to operate on the
new"Next-Gen" 800 MHz Countywide Coordinated Communications System(CCCS). This mandatory
upgrade will ensure your radios will operate properly on the new system.
The attached two spreadsheets highlight the associated costs of both the Hot-Red encryption upgrade and
the "true-up" to your existing radios. The 800 MHz Governance Committee has approved the use of
your "Sustainability Funds" for both of these one-time costs. There will be no required re-payment of
these funds at this time should you choose to utilize your sustainability funds. As an alternate option,
you are also able to pay for these costs from existing funds available to you through your respective
agency.
Per the 800 MHz CCCS Joint Agreement provision 12.0 "SYSTEM MODIFICATION COST
APPROVALS (found on page nine of the Joint Agreement), the addition of the Hot-Red encryption
requires approval from your agency. Additionally, I will need written approval to utilize your
sustainability funds to cover the costs for these two items should you chose to use those funds. Should
you choose to utilize other payment methods,please indicate accordingly. After completing and signing
the letter below,please return to me at your earliest convenience.
