18-1105_LEGEND PUMP & WELL SERVICE, INC._Staff Memo 11/01/2018 Project Initiation Memo TO: Benjamin Siegel, City Manager FROM: Steve May, Public Works and Utilities Director ,i„ Prepared by: Mike Marquis, P.E., Associate Civil Engineer SUBJECT: Tirador Well Rehabilitation Project, CIP 17807 Description: The submersible well pump and motor at the Tirador well facility have failed and are in need of replacement. Additionally, it has been over 5 years since the well screens were cleaned, and it is suspected that scaling as well as chemical incrustation and biofouling from iron and manganese bacteria waste products are clogging the screen at this facility. Accordingly, staff prepared a request for proposal to clean the well screens as well as furnish, install, start up and testing of new equipment in order to return this facility to service. Staff solicited bids from 5 firms, and received bids from two firms. Staff recommends that the City Manager approve a Construction Agreement with Legend Pump & Well Service Inc. in the amount not to exceed $39,290 (includes 10% contingency). Location: 27122 Paseo Tirador, San Juan Capistrano Project Cost: $39,290 (includes 10% Contingency) Funding Source: 50-94599-67101-17807-006 Proposals: Competitive Proposals Proposals: Legend Pump & Well Service Inc. = $35,718; General Pump Company = $56,420; Layne Christensen Company = No Bid; Tri-County Pump Company = No Bid; Orange County Pump Company = No Bid. Staff Analysis & Recommendation: Legend Pump & Well Service Inc. was the low bidder, and has done a good job for the City on similar projects in the past. Accordingly, staff recommends that the City Manager approve a Construction Agreement with Legend Pump &Well Service Inc. in the amount not to exceed $39,290 (includes 10% contingency).
