SUBJECT: Renewal of Lease Agreement: Head Start Program
RECOMMENDATION:
By motion, approve the five year extension to the lease agreement and
authorize the Mayor to sign.
SITUATION
The current Lease Agreement with the Orange County Head Start, Inc.
expired August 15, 1993.
Head Start is a national program instituted for the provision of social
development programs for pre-school children. The City has cooperated
with Orange County Head Start, Inc. for fifteen years by providing a
facility for their use, under lease agreement. The Head Start facility is
housed on the City property abutting the Dance Hall and Water District
buildings.
Mr. Marco T. Pena, Executive Director of Orange County Head Start, Inc.
is requesting an extension of the lease agreement for a period of five years.
(copy of request letter is attached) Previous extensions have been for two
year periods, Orange County Head Start is requesting a five year extension
at this time, the City retains the right to cancel the lease with a ninety
(90) day notice as has been stipulated in the two year leases.
The Head Start Program has complied with all provisions of the agreement
in the past and staff does not foresee any complications in a five year
extension.

FINANCIAL CONSIDERATIONS
The lease agreement calls for an annual rent of $1.00, and $100.00 per
month for utilities. Liability insurance coverage of $1,000,000.00 is also
mandatory.

Dear Ms. Laub:
Orange County Head Start, Inc., is requesting to continue the lease with the City of San
Juan Capistrano.
The lease in previous years has been for two years. If the City is willing to lease to Head
Start it would be more advantageous to extend the lease from the present two year lease
to a five year lease. Extending the lease will reduce paper work and does not affect the
City's position since it can retain the right to terminate the lease with a right to cancel the
lease with a ninety day notice of intent to terminate.
Orange County Head Start, Inc., appreciates the excellent cooperation that the City of San
Juan has consistently demonstrated. Your caring attitude towards the parents and their
children is an asset that has made our services to the community the best that we can
provide.
