DESIGN REVIEW COMMITTEE
Regular Meeting November 8, 2018
A. ORGANIZATION
1. CALL TO ORDER: 4:30 p.m. -City Council Chamber
2. ROLL CALL: Chair Rob Williams, and Committee Members Stan Braden and
Geoff Sumich.
B. ORAL COMMUNICATIONS:
Persons wishing to address the Governing Body on city business that is not listed on
the agenda may do so at this time. Persons wishing to address the Committee on any
item that is listed on the Agenda should submit a Request to Speak form to the
Secretary. Forms are available at the entrance to the Council Chamber. The Chair
Person will call forward speakers during consideration of each item.
Please limit all comments to 3 minutes.
C. CONSENT CALENDAR:
Items listed on the Consent Calendar are considered routine and will be enacted by
one motion and one vote . There will be no separate discussion of these items. If
discussion is desired, that item may be removed from the Consent Calendar and will
be considered separately.

E. UNFINISHED BUSINESS:
1. Consideration of an Architectural Control (AC) 18-031 ; Tradewinds: a request
for review of a modification to architectural elevations associated with a
previously approved Architectural Control (AC 18-010) and modifications to the
wall and fence plan for Tract 15609 (lots 1-23) consisting of 23 new single-
family detached houses (APN 675-444-01-675-444-24; 675-444-25; 675-442-
05 -675-442-07)(Applicant: Jason Certilman, Toll Brothers)(Project Manager:
Art Bashmakian, Contract Planner).
2. Consideration of an Architectural Control (AC) 18-032; Ocean Hills:
modifications to the wall and fence plan for Tract 16752 (lots 1-82) which
approved development plans for 82 new single-family detached houses (APN
675-471-01 through 675-444-38; 675-471-41; 675-461-46; 675-461-01 through
675-461-44; 675-461-50 through 675-461-52 (Applicant: Jason Certilman, Toll
Brothers)(Project Manager: Art Bashmakian, Contract Planner).
F. NEW BUSINESS:
1. Consideration of Architectural Control (AC) 18-018, Conditional Use Permit
(CUP) 18-006, Discretionary Use Permit (DUP) 17-002, Sign Program (SP) 18-
044, and Tree Removal Permit (TRP) 18-043; Chick-fil-A: a request for review
of development plans (architectural, landscaping, grading, signage, and
photometric) related to the construction of a 2,905 square foot walk-up and
drive-through Chick-fil-A restaurant with a 433 square foot outdoor dining patio
area at 31872 Del Obispo Street (APN 668-241-20) (Applicant: Leah Lombardi,
4G Development) (Project Manager: Paul Garcia, Associate Planner).
2. Consideration of Sign Program (SP) 18-017; Alipaz Plaza Sign Program
Update: a request for review of an updated sign program for Alipaz Plaza,
including legalization of two installed monument signs located at 31952 Del
Obispo Street (APN 668-151-08) (Applicant: Sherrie Olson) (Project Manager:
Paul Garcia, Associate Planner).
3. Consideration of an Architectural Control (AC) 18-028, Conditional Use Permit
(CUP) 18-010, Chevron Service Station. Conversion of an auto repair facility
into a small market and to allow for beer and wine sales at 26571 Junipero
Serra (Assessor Parcel Number 649-361-04)(Applicant: Fred Cohen)(Project
Manager: Art Bashmakian, Contract Planner).
