Regular Meeting August 9, 2018
A. ORGANIZATION
1. CALL TO ORDER: 4:30 p.m. -City Council Chamber
2. ROLL CALL: Chair Rob Williams, and Committee Members Stan Braden and
Geoff Sumich.
B. ORAL COMMUNICATIONS:
Persons wishing to address the Governing Body on city business that is not listed on
the agenda may do so at this time. Persons wishing to address the Committee on any
item that is listed on the Agenda should submit a Request to Speak form to the
Secretary. Forms are available at the entrance to the Council Chamber. The Chair
Person will call forward speakers during consideration of each item.
Please limit all comments to 3 minutes.
C. CONSENT CALENDAR:
Items listed on the Consent Calendar are considered routine and will be enacted by
one motion and one vote. There will be no separate discussion of these items. If
discussion is desired, that item may be removed from the Consent Calendar and will
be considered separately.

1. Consideration of Architectural Control (AC) 18-01 O; Tradewinds, review of a
modification to a previously approved Architectural Control (AC 16-002), and
(AC) 16-022 (Peninsula) Tradewinds, Tract 15609 (lots 1-23) which approved
development plans for 23 new single-family detached houses. (APN 675-444-
01-675-444-24; 675-444-25; 675-442-05 -675-442-07)(Applicant: Nick
Norvilas, Toll Brothers)(Project Manager: Art Bashmakian, Contract Planner).
2. Consideration of Architectural Control (AC) 18-011; Ocean Hills, review of a
modification to a previously approved Architectural Control (AC 16-003),
(Crystal Downs) Ocean Hills, Tract 16752 (lots 1-82) which approved
development plans for 82 new single-family detached houses. (APN 675-471-
01 through 675-444-38; 675-471-41; 675-461-46; 675-461-01 through 675-461-
44; 675-461-50 through 675-461-52)(Applicant: Nick Norvilas, Toll
Brothers)(Project Manager: Art Bashmakian, Contract Planner).
F. NEW BUSINESS:
1. Consideration of Architectural Control (AC) 18-012; Mountain Pines Christmas
Tree Farm Storage Sam, a request for review of a proposed new 2,160 square
foot storage barn and replacing various site storage structures totaling 2,380
square feet at an existing Christmas tree farm located at 29932 Camino
Capistrano (APN 650:-023-09) (Applicant: Tom Tolmasoff, Mountain Pines
Christmas Tree Farm) (Project Manager: Laura Stokes, Housing Supervisor I
Associate Planner).
2. Consideration of Architectural Control (AC) 18-015, Tree Removal Permit (TRP)
18-023 and Sign Program (SP) 18-023; Capistrano Plaza, a request for review
of exterior architectural modifications to an existing commercial building and a
new sign program located at 31751 and 31761 Camino Capistrano, generally
located at the northwest corner of Camino Capistrano and Verdugo Street
(Assessor Parcel Number 121-141-12&16) (Applicant: Capistrano Plaza, LLC)
(Project Manager: David Contreras, Principal Planner).
