DESIGN REVIEW COMMITTEE
Regular Meeting July 19, 2018
A. ORGANIZATION
1. CALL TO ORDER: 4:30 p.m. -City Council Chamber
2. ROLL CALL: Chair Rob Williams, and Committee Members Stan Braden, Geoff
Sumich and Lynne Roe.
B. ORAL COMMUNICATIONS:
Persons wishing to address the Governing Body on city business that is not listed on
the agenda may do so at this time. Persons wishing to address the Committee on any
item that is listed on the Agenda should submit a Request to Speak form to the
Secretary. Forms are available at the entrance to the Council Chamber. The Chair
Person will call forward speakers during consideration of each item.
Please limit all comments to 3 minutes.
C. CONSENT CALENDAR:
Items listed on the Consent Calendar are considered routine and will be enacted by
one motion and one vote. There will be no separate discussion of these items. If
discussion is desired, that item may be removed from the Consent Calendar and will
be considered separately.

E. UNFINISHED BUSINESS:
1. Consideration of Architectural Control (AC) 17-034; Bueno Bueno Mexican
Kitchen, a request for review of exterior changes consisting of a new color
scheme to the existing fa9ade and the construction of an approximately 36 sq.
ft. tortilla room within the existing covered patio area at an existing restaurant
located at 26762 Verdugo Street, Unit C (APN 121-150-27) (Applicant: Rob
Quest) (Project Manager: Paul Garcia, Associate Planner).
F. NEW BUSINESS:
1. Consideration of Conditional Use Permit (CUP) 18-003, AT&T Wireless Cellular
Facility; a request to install a wireless cellular facility onto an existing Southern
California Edison lattice tower, generally located on the southeast corner of Via
Granada and Stallion Ridge (Assessor Parcel Number 125-172-22 and 125-
172-23)(Applicant: AT&T Wireless, c/o J5 Infrastructure Partners) (Project
Manager: Laura Stokes, Housing Supervisor/Associate Planner).
2. Consideration of Architectural Control (AC) 18-019 and Sign Permit (SP) 18-
027, 76 Crest Fa9ade and Monument Sign Modifications; a request to modify
the fa9ade and monument sign of an existing 76 service station for the new 76
Crest brand and new LED illumination, located at 26572 Junipero Serra Road
(Assessor Parcel Number 649-011-29) (Applicant: Donco & Sons, Inc.) (Project
Manager: Laura Stokes, Housing Supervisor/Associate Planner).
3. Consideration of Architectural Control (AC) 18-025, Del Taco Wall; a request for
review of a new wall located 31780 Del Obispo Street (Assessor Parcel Number
668-241-33)(Applicant: Mark Raber, Del Taco) (Project Manager: David
Contreras, Principal Planner).
4. Consideration of Architectural Control (AC) 18-024; Plaza Banderas Hotel, a
request for review of site plan modifications to revise the location of parking
areas and the swimming pool and entry driveway, located at 26871 & 26891
Ortega Highway, generally located at the northeast corner of Ortega Highway
and El Camino Real (Assessor Parcel Number 124-170-12, 14, 15, 16)(Applicant:
Dan Friess, Mission Commercial Properties (Project Manager: David Contreras,
Principal Planner).
5. Consideration of Sign Permit Program (SP) 18-028; Pacifica San Juan, review
of a Temporary Real Estate Sign Program (SP) 17-003 for the Pacifica San
Juan Development associated with a 419 unit, 257-acre residential
development generally located between the intersection of Camino Las
Ramblas at Avenida California and Vista Marina at Valle Road west of
Interstate 5, south and east of McCracken Hill, south of the San Juan Meadows
project, and west of the Lomas San Juan neighborhood (Applicant: Nick
Norvilas, Toll Brothers)(Project Manager: Art Bashmakian, Contract Planner).

6. Consideration of a Work Session to introduce Architectural Control (AC) 17-
033; "Tirador -Residential Development", review of development plans for the
residential development project located at the southwest corner of Calle Arroyo
and Paseo Ti rad or (Assessor Parcel Numbers 666-131-07, 666-131-09, 666-
131-13, 666-131-14, 666-131-15 & 666-131-16) (Applicant: Efrem Joelson for
Watt Communities, LLC) (Project Manager: Art Bashmakian, Contract Planner).
