SUBJECT: Consideration of Award of Personal Services Agreement for Water and
Sewer Rate Study (Raftelis Financial Consultant, Inc.)
RECOMMENDATION:
By motion, award a Personal Services Agreement to Raftelis Financial Consultant, Inc.
for a water and sewer rate study in the amount not to exceed $100,000.
EXECUTIVE SUMMARY:
At the time of the posting of the October 1, 2013, City Council Agenda, the Utilities
Commission had not taken action on a recommendation to the City Council. At its
October 1, 2013, meeting the Utilities Commission reviewed this item and had the
following comments:
1. Concern about the unknowns related to the lawsuit, and whether we can move
forward not knowing how the court decisions will impact our decisions on setting
new rates.
2. Concern with the level of effort required, related to staffing level, in light of other
projects, specifically the Proposition 50.
3. Recommended that the Utilities Commission should have more meetings with the
consultant to provide more impact into the process than are listed in the RFP.
4. Questioned whether the rate study could be delayed and what the potential
impacts would be in delaying the rate study.
The Utilities Commission ultimately took action to recommend that the City Council
award a Personal Services Agreement to Raftelis Financial Consultant, Inc. for a water
and sewer rate study in the amount not to exceed $100,000, contingent on the start
date of the rate study being pushed back to January 1, 2014.
