As the president of the association which represents the Orange County Fire Department's battalion and division chief officers, I am very concerned about the threat to quality emergency service delivery posed by the County s bankruptcy. We are confident that the proposed fire authority will continue the commitment to regional fire services. At the same time it will reduce the likelihood that long term fiscal harm will be caused by short sighted efforts to secure immediate cash. We are encouraged by the many elected city officials who support the department's fully integrated fire, rescue, emergency medical, and hazardous materials response system. Combined with planning, prevention and education services, and with the benefits of regional resources, the citizens of San Juan Capistrano are well served day-to-day and in disaster situations. We believe that a joint powers authority is a good step to take at this time. And we look forward to working with the fire authority board. We also look forward to moving toward a county -wide fire district which we believe will provide more effective and considered governance.
