Medix, in their letter, identified that not all the evaluators in scoring the various categories in the RFP, gave the highest scoring proposal the maximum points available in that category. Medix further contends that had the maximum points available been awarded to the highest scoring proposal the rankings of the overall scores of the responsible bidders would have changed. Staff has completed a review of the claim by Medix, and found that some of the evaluators, did in fact, not give the highest scoring proposal the maximum points available. A recalculation of the scores of all the firms submitting proposals for all the ASAs has been completed and none of the rankings changed. The reason why there was no change in the rankings was due to the methodology used by the evaluators in scoring the proposals. Scores were given by the evaluators to each proposal based on how that proposal compared to the one which they believed was the best for that category.
