SUBJECT: Emergency Medical Transport RFP - Scoring Complaint
I would like to take this opportunity to make you aware of a complaint we received last
Thursday, July 2nd, from Medix Ambulance. Medix, in their letter, identified that not all
the evaluators in scoring the various categories in the RFP, gave the highest scoring
proposal the maximum points available in that category. Medix further contends that had
the maximum points available been awarded to the highest scoring proposal the rankings
of the overall scores of the responsible bidders would have changed.
Staff has completed a review of the claim by Medix, and found that some of the
evaluators, did in fact, not give the highest scoring proposal the maximum points
available. A recalculation of the scores of all the firms submitting proposals for all the
ASAs has been completed and none of the rankings changed.
The reason why there was no change in the rankings was due to the methodology used by
the evaluators in scoring the proposals. Scores were given by the evaluators to each
proposal based on how that proposal compared to the one which they believed was the
best for that category. Therefore, when the highest scoring proposal had its score
increased to the maximum available points, all scores were raised a like amount.

If in a case where the highest scoring proposal (28 points) Case A was not given the
maximum available points (30 points) and was later adjusted Case B the following is
what took place in our recalculation;
Case A Case B
Firm 1 28 points 30 points
Firm 2 25 points 27 points
Firm 3 20 points 22 points
Overall Score 73 points 79 points
While the points would go up in a category for the highest scoring firm (Firm 1), because
the lower scoring firms (Firms 2&3) had their original score (Case A) established based
on a comparison of their proposals to the best proposal (Firm 1), any increase in the
highest scoring firms points resulted in a like increase in the scores of the lower scoring
firms.
