1. Modification of Architectural Control (AC) 10-012, Conditional Use Permit
(CUP) 10-006, and Conditional Use Permit 10-007, Costco Wholesale
Carwash; a request for approval of the previously approved carwash totaling
3,200 square feet in area, 16 feet in height and landscaping. The three
discretionary zoning entitlements approved by the Planning Commission and
Design Review Committee include a 23,999 square foot addition, a 1,113 square
feet food court for a total building area of 150,577. The project also includes a
4-island fuel dispensing station and controller building, a 3,200 square foot
carwash, a new third entry drive, and new parking and landscaping on the
former Ford Auto Dealership site. The subject property totals 18.77 acres in

2. Follow up review of Architectural Control (AC) 08-014, A1 Self Storage;
review of a photometric plan for a new self-storage facility located at 33000 Valle
Road and generally located at the southeast corner of Valle Road and Vista
Marina in the Planned Community (COP 81-01) "North Commercial
Manufacturing" Zone District and General Plan-designated Planned Community
(APN: 675-441-07)(Applicant: Caster Properties, Tom Kearney)(Project Manager: Nick Taylor,
Associate Planner).

1. Architectural Control (AC) 12-020, Tree Removal Permit (TRP) 13-008,
Ortega Business Center; a request for review of preliminary design plans for a
proposed driveway widening, ADA access reconfiguration, and removal of 6
trees in an existing commercial center on a 6.15 acre parcel located at 317 42
Rancho Viejo Road, generally located at the southeast corner of Ortega
Highway and Rancho Viejo Road (APN 666-261-14) (Applicant: Robert Montgomery)
(Project Manager: Nick Taylor, Associate Planner).
H. COMMISSION/STAFF COMMENTS
1. Consideration of selection of a Working Group to review Architectural
Control (AC) 12-012, Conditional Use Permit (CUP) 12-009, McDonald's
Restaurant and Drive-thru for a proposed 4,600 square foot restaurant with a
drive-thru and indoor play-place on a 43,604 square foot parcel located at 31822
Del Obispo Street, generally located 375 feet south of Ortega Highway (APN 668-
241-06) (Applicant: James Bickel) (Project Manager: Nick Taylor, Associate Planner).
i. ADJOURNMENT
The next regularly scheduled Design Review Committee meeting will be Thursday,
February 21, 2013 at 4:30p.m. in the City Council Chambers.
