Regular Meeting March 9, 2017
A. ORGANIZATION
1. CALL TO ORDER: 4:30 p.m. -City Council Chamber
2. ROLL CALL: Chair Rob Williams, and Committee Members Stan Braden and
Gerald Muir.
B. ORAL COMMUNICATIONS:
Persons wishing to address the Governing Body on city business that is not listed on
the agenda may do so at this time. Persons wishing to address the Committee on any
item that is listed on the Agenda should submit a Request to Speak form to the
Secretary. Forms are available at the entrance to the Council Chamber. The Chair
Person will call forward speakers during consideration of each item.
Please limit all comments to 3 minutes.
C. CONSENT CALENDAR:
Items listed on the Consent Calendar are considered routine and will be enacted by
one motion and one vote. There will be no separate discussion of these items. If
discussion is desired, that item may be removed from the Consent Calendar and will
be considered separately.

1. Continued Consideration of Code Amendment (CA) 14-006, Architectural
Control (AC) 14-033 & Conditional Use Permit (CUP) 14-018 Church of Jesus
Christ of Latter Day Saints Meetinghouse; review of development plans for a
new church facility located on Stallion Ridge (formerly Vista Montana) on the
north side of Vista Montana, northwest of the corner of Avenida La Pata and
Stallion Ridge (APN 664-251-28)(Applicant: Scott Smith)(Project Manager:
David Contreras, Senior Planner).
2. Continued Consideration of CUP 16-002, Franciscan Gardens; a request for
minor modifications to the exterior fa<;:ade of the Provincial Building commercial
and office structure located at 31815 Camino Capistrano (Applicant: Phillip
Bennett on behalf of 24 Carrots Catering and Events) (Project Manager:
Mathew Evans, Contract Planner).
F. NEW BUSINESS:
1 . Consideration of the Entry Driveway for Rancho Mission Viejo Riding Park at
San Juan Capistrano; review of stone veneer options for the new entry masonry
walls and pilasters located at 30753 La Pata Avenue (APN 125-172-
24)(Applicant: County of Orange)(Project Manager: George Alvarez, City
Engineer).
2. Consideration of Sign Permit Program (SP) 17-003, Pacifica San Juan; review
of a revised Temporary Real Estate Sign Program for the Pacifica San Juan
development, generally located between the intersection of Camino Las
Ramblas at Avenida California and Vista Marina at Valle Road west of
Interstate 5, south and east of McCracken Hill, south of the San Juan Meadows
project, and west of the Lomas San Juan neighborhood (Multiple Assessor
Parcel Numbers) (Applicant: Matthew Land, Taylor-Morrison Homes.)(Project
Manager: Mathew Evans, Contract Planner).
