Weidner SAN JUAN cwP18'rR.4NO City Manage r San Juan Capistrano, California SUBJECT: Grading of T ar_r+,.�F61 (Bauer Development) bLrtVe611" 6e1 Obispo Road and Avenida Descanso Dear Mr. Weidner: At your request the engineering staff of the Grading Division reviewed the grading plans, hydrology and the field conditions of Tract 7561. The primary concern was the finished elevation of the lots along the easterly boundary of the tract, e.g, lots 1-21. Additional concerns that were expressed and also investigated consisted of a "trough" or terrace along the easterly boundary and a channel located outside of the tract boundary along the southerly end of said tract. The lot elevations that were your primary concern are too far along in the construction cycle to be lowered. Lowering the elevation of these lots would require extensive regrading of the entire tract and would disrupt the established drainage patterns for this development. Prior to approval of the grading plan by this Division, the civil engineer who designed this tract was required to submit a plan for drainage, establish volumes of storm waters which would re- quire disposal, and provide the necessary drainage devices to make this a safe and stable development. The "trough" or terrace along the easterly boundary with tract 6969 (Troy Homes) will only be required to carry the waters that fall directly on it and the slope immediately above it. The drainage calculations from the design civil engineer for tract 7561 indicates that this trough is more than adequate in its present condition. J i Mr. D. Weidner March 21, 1972 Page 2 The channel along the southerly boundary is under the jurisdiction of the Orange County Flood Control District and meets all of the requirements for a trapezoidal channel. This device will not adversely effect the proposed develop- ment of tract 7561. I concur with your suggestion, Don, that cross sections through proposed and existing developments might help your City Council and Planning Commission evaluate the effects of future developments on existing ones prior to approval by these bodies. In this particular case, it would have been extremely helpful and would have allowed the design civil engineers the opportunity to provide a more compatible development.
