Description: The City's Del Obispo Widening Project necessitated the relocation of FH B11-57, along with several service meters(Location shown on Attachment 1). That relocation work is covered under the Widening Project contract. However, one of the isolation valves, GV C11-217, fails to provide a drip tight shut down to allow for the relocation of fire hydrant B-11-57. This was unanticipated and was not included in the Project. Staff solicited and received three informal bids for the work conditioned upon the ability to perform the work on or before 5/24/18. Three firms responded with a price and date commitment (see bid tabulation section below). The low bid by Doty Brothers Construction Company(DBCC)was non responsive because they could not start work by the date required. Funding for this work is in the CIP Valve Insertion Program (CIP 17803), which, as of 4/30/18, still has $200,000. This project has been reviewed in accordance with the provisions of the California Environmental Quality Act (CEQA). The City's Environmental Administrator has determined that the project is Categorically Exempt under CEQA Guidelines Section 15301; Class 1(c) "Existing Facilities". The project is consistent with Section 15301(c) because it replaces an existing facility with no expansion; and does not disturb any previously undisturbed. area.
