Staff Analysis & Recommendation:
The mitigation monitoring and reporting plan (MMRP) for the Eastern Irrigation Water System
Project summarizes the required mitigation measures identified in the Mitigated Negative
Declaration that reduce construction impacts to a level less than significant. Staff solicited and
received three bids for monitoring services to meet the requirements outlined in the MMRP.
McKeehan Environmental Consultants Inc.was the low bidder and has performed well on other City
projects. Accordingly staff recommends that the City Manager approve a Letter Agreement with
McKeehan Environmental Consultants to perform archeological, paleontological and Native
American monitoring Services for'this project.
