A. ORGANIZATION
1. CALL TO ORDER: 4:30 p.m. -City Council Chamber
2. ROLL CALL: Chair Mechelle Lawrence Adams, Vice-Chair Rhonda DeHaan,
Commissioners William Bonney, Donna Friess and Lorie Porter.
3. PLEDGE OF ALLEGIANCE
B. ORAL COMMUNICATIONS:
Persons wishing to address the Governing Body on city business that is not listed on
the agenda may do so at this time. Persons wishing to address the Commission on
any item that is listed on the Agenda should submit a Request to Speak form to the
Secretary. Forms are available at the entrance to the Council Chamber. The Chair
Person will call forward speakers during. consideration of each item.
Please limit all comments to 3 minutes.
C. CONSENT CALENDAR:
Items listed on the Consent Calendar are considered routine and will be enacted by
one motion and one vote. There will be no separate discussion of these items. If
discussion is desired, that item may be removed from the Consent Calendar and will
be considered separately.

None.
The City of San Juan Capistrano complies with the

E. UNFINISHED BUSINESS:

F. NEW BUSINESS:
1. Consideration of Site Plan Review (SPR) 17-002, Griffin Residence; a request
to construct a 314 square foot basement addition to an existing detached
accessory structure, a 262 square foot guest house addition with a 134 square
foot deck, conversion of an existing 134 square foot storage area into a private
chapel, modification and repair of the roof and siding of an existing office
attached to the primary residence, and installation of seven solar panels on the
detached accessory structure at 31341 Andres Pico Road (APN: 124-201-30), a
listed property on the City's Inventory of Historical and Cultural Landmarks
referred to as the Hugo Forster House #2. (Applicant: David Ewing)(Project
Manager: Paul Garcia, Associate Planner).
2. Review and provide comments on the San Diego Gas and Electric Company's
South Orange County Reliability Enhancement Project (SOCRE) as identified in
the project's adopted Environmental Impact Report (SCH No. 2013011011)
Mitigation Measures for the Substation property located in close proximity to the
northeast corner of Camino Capistrano and Calle Bonita (Assessor's Parcel
Numbers: 649-052-13 and 649-052-04) (Project Manager: Sergio Klotz,
Assistant Development Services Director).
3. Consideration to Recognize May 2018, National Historic Preservation Month
(Project Manager: Sergio Klotz, Assistant Development Services Director).
