SUBJECT: Crumrine Lot Split - Agreement
SITUATION:
The Charles Crumrine property to the northeast of the Sun Ranch
development and adjacent to Sacarama is being split into four
parcels. An EIR was prepared and accepted by the Planning
Commission and the lot split has been approved by the Planning
Commission. A sketch of the property is enclosed for Council
review.
The Planning Commission required the property to be obligated
to participate in an assessment district for the construction
of public improvements at such time as Bear Brand Ranch is
developed adjacent to the Crumrine property. It was the Com-
mission's position that improvements are not necessary at this
time and not in keeping with the rural atmosphere of the prop-
erty. As Bear Brand Ranch is developed public improvements
shall be necessary to accommodate the additional population,
and an agreement binding the property to participate in their
construction was felt to be appropriate. A copy of this proposed
agreement is enclosed. The execution of this agreement was a
condition of approval of the Planning Commission.
FINANCIAL CONSIDERATION:
The approval of this agreement shall provide the City with
leverage to acquire participation in an assessment district.
This participation shall place financial burdens for future
public improvements on the property owners rather than the
city,
ALTERNATE ACTIONS:
1. Approve the enclosed agreement.
2. Do not approve the enclosed agreement.
3. Request further information from Staff.
RECOMMENDATION:
By motion, approve the enclosed agreement and authorize the Mayor
to execute the document.
