A RESOLUTION OF THE ZONING ADMINISTRATOR OF THE CITY OF SAN JUAN
CAPISTRANO APPROVING A LAND USE ADJUSTMENT AND SITE PLAN REVIEW
(SPR) APPLICATION TO CONSTRUCT AN ADDITION TO AN EXISTING STRUCTURE
LOCATED AT 31522 CAMINO CAPISTRANO AND MORE PRECISELY REFERRED TO
AS ASSESSORS PARCEL NUMBER 124-180-06 (MISSION SAN JUAN CAPISTRANO
WORKSHOP)
Whereas, Mission San Juan Capistrano (Gerald Miller, Mission Administrator, 3 1522
Camino Capistrano, San Juan Capistrano, California 92693)( John Loomis, Architect, thirtieth street
architects, 2821 Newport Boulevard, Newport Beach, California 92663) has requested approval of
a landmark alteration (site plan review) application to construct a 1,357 workshop addition to the
existing archeological field office and requests approval of a land use adjustment to allow an
eighteen (18) foot setback where the Code requires a minimum of twenty (20) feet for a site located
at the Mission San Juan Capistrano, and,
Whereas, the proposed project has been processed pursuant to Section 9-2.301,
Development Review of the Land Use Code, and,
Whereas, the Environmental Administrator has reviewed the project pursuant to
Section 15061 of the California Environmental Quality Act (CEQA) and issued a Negative
Declaration and posted the same pursuant to Section 15062 of the CEQA Guidelines, and has
otherwise complied with all applicable provisions of the California Environmental Quality Act
WQN, and,
Whereas, on October 27, 1997, the Cultural Heritage Commission conditionally
approved a site plan review allowing a landmark alteration to the Mission San Juan Capistrano
National Register Historic District, and,
Whereas, the Zoning Administrator has conducted a duly noticed public meeting to
consider public testimony on the proposed project.
NOW, THEREFORE, BE IT RESOLVED, that the Zoning Administrator of the
City of San Juan Capistrano does hereby make the following findings
1 The proposed project is consistent with the policies and objectives of the San Juan
Capistrano General Plan, specifically, the Historic and Archaeologic Elements because the
project will result in the protection and preservation of a historically-significant structure
listed on the National Register of Historic Places as well as the City’s Inventory of Historic
& Cultural Landmarks (B-JCL), and,

2 The proposed project is consistent with the policies established by the “Secretary of the
Interior’s Standards for Rehabilitation and Guidelines for Rehabilitating Historic Buildings”,
and,
3. The proposed project complies with all applicable provisions of the Land Use Code subject
to the mitigation measures and conditions of approval contained in this resolution, and,
4 The land use adjustment is appropriate in order to minimize impacts to the existing retaining
wall along the east edge of the project site.
NOW, THEREFORE, BE IT FURTHER RESOLVED, that the Zoning
Administrator of the City of San Juan Capistrano hereby approves the land use adjustment subject
to the following
Mitigation measure(s)
1 Prior to issuance of any building permit, the applicant will retain the services of a SOPA
(Society of Professional Archeologists)-certified archeologist who will monitor all grading
and excavation for potential impacts on cultural resources including archeological,
paleontological, and historic resources The applicant will provide an executed contract for
services with a SOPA-certified archeologist including a scope-of-work which provides for
comprehensive monitoring; a contingency for assessment, recovery, and/or evaluation, and
the preparation of a technical memoranda or report
In the event historic and/or cultural resources are encountered during grading and/or building
activities, the monitoring archeologist may cease grading and/or building activities,
consistent with City Council Policy, to allow for preliminary assessment, evaluation of any
cultural resources, and/or recovery, as may be appropriate
Prior to occupancy permit issuance, the project will submit a technical memorandum or
report which details archeological monitoring efforts, findings, analysis, and conclusions
consistent with City Council Policy #601
Conditions of Anoroval
2 Prior to building permit issuance, the project will be redesigned to provide a roof pitch of
between 7.12 and 8 12 subject to review and approval by the Planning Director
3. Plaster stucco shall be similar in composition, color, and texture to the existing plaster
stucco Prior to building permit issuance, the project will provide a material board for the
proposed plaster stucco finish for review and approval by the Planning Director

4 Prior to building permit issuance, the project will provide a material sample of the proposed
clay barrel tile The proposed clay barrel tile for the workshop shall be similar to the
existing clay tile in form, color, and texture To the extent practical, the new clay barrel tile
shall provide appropriate variation in size, shape, color, and texture consistent so as to be
consistent with existing historic structures subject to review and approval by the Planning
Director
5 Prior to building permit issuance, the project will provide a color sample of the proposed
wood stain The wood stain shall be the same or similar to stained-wood elements found on
existing historic structures in the Mission complex subject to review and approval by the
Planning Director
6 Prior to building permit issuance, the project will provide design details for the proposed
windows and doors including catalogue cuts of proposed hardware for the window and
doors Proposed doors will be compatible in design, material, texture, and hardware with
existing wood doors subject to Planning Director review and approval
7 Prior to building permit issuance, the project will provide a wall section detail which
demonstrates that the proposed design will provide appropriate wall-massing compatible
with the existing adobe wall construction of historic structures on-site subject to review and
approval by the Planning Director
