SUBJECT: Consideration of Approval of Plans and Specifications and Authorization to
Receive Bids — Capistrano Regional Library Site Repairs (CIP No. 454)
RECOMMENDATION
By motion:
1. Approve the plans and specifications for the San Juan Capistrano Regional
Library Site Repairs; and,
2. Authorize Staff to receive bids.
SITUATION
A. Summary and Recommendation
Plans and specifications have been prepared for the San Juan Capistrano
Regional Library Site Repairs. Staff is requesting approval and authorization to
receive bids. A copy of the plans and specifications is available for review in the
City Clerk's office. A copy has also been placed in the City Council office.
B. Background
The San Juan Capistrano Regional Library, designed by Architect Michael
Graves, was opened in December 1983.
In June 1982, the City entered into a maintenance agreement with the County of
Orange for the library complex. The County is responsible for maintenance of
the library proper, interior, and exterior, except for painting the exterior, which is
70% reimbursable to the City. Maintenance of the rest of the complex is the
City's responsibility.
At its February 1, 2005 meeting, City Council adopted a budget and repair
strategy for the City's areas of responsibility.

Plans and specifications for the site work repairs are now ready and consist of the
following:

strategy is to prepare a design/build specification for corrective work. This work is
estimated to cost $142,000, and a 10% contingency is recommended for a total of
$156,000. This work is being performed first.
COMMISSIONS/BOARD REVIEW, RECOMMENDATIONS
The City's Environmental Administrator has reviewed this project in accordance with the
California Environmental Quality Act (CEQA) and has determined that the project is
exempt from environmental review pursuant to Section 15201 of CEQA (Class 1:
repairs and maintenance of existing facilities).
FINANCIAL CONSIDERATIONS
In February 2004, City Council allocated $275,000 from General Fund Reserves. The
amount of $250,000 has been carried over to FY 04-05.
