Paul Sullivan, Chief of Police Services SUBJECT: Consideration of Renewal of Crossing Guard Contract with All City Management Services, Inc. RECOMMENDATION: By Motion, approve renewal of contract with All City Management Services, Inc. for services of three crossing guards for the period of July 1, 1998 through June 30, 1999. SITUATION: For the past four years All City Management Services,Inc. has provided crossing guards for all three San Juan Capistrano elementary schools. This has proved to be cost effective and a good use of human resources. In the past, the Orange County Sheriff's Department provided this service. Whenever a crossing guard could not make their assignment a Deputy Sheriff was used to fill the vacancy. The use of a Deputy Sheriff was not good use of police resources. All City Management has been able to provide complete coverage and has developed a back-up system to replace guards who can't make their assignment. Since taking over the contract all crossing guard assignments have been filled without exception. During the last school year San Juan Elementary went to a year round schedule, leaving only Del Obispo with a traditional school year. Under the terms of the contract all three schools receive crossing guard service for the entire school year. This agreement is effective for the fiscal year July 1, 1998 through June 30, 1999. The contract will call for three crossing guards and a supervisor for the total cost of$25,834. COMMISSIONBOARD REVIEW AND RECOMMENDATIONS: Not applicable FINANCIAL CONSIDERATIONS: The All City Management proposal for the Fiscal Year 1998-99 is for 2,160 hours of service at a cost of $25,834. The cost of the All City Management contract is included in the City's 1998-99 Fol Cl:YCOUIMILA�_P`"'"l Y,. V Agenda Item -2- June 16, 1998 operating budget. This years contract reflects a$ 5,980 savings,due largely to the reduction of hours necessary for crossing guards. NOTIFICATION: All City Management Services, Inc. 1749 S. La Cienega Blvd. Los Angeles, Ca. 90035. ALTERNATE ACTIONS: 1. Move to approve the attached contract with All City Management Services, Inc. for crossing guard services. 2. Do not approve the attached contract with All City Management Services, Inc. for crossing guard services. 3. Direct staff to conduct further review and find other alternatives. RECOMMENDATION: By Motion, approve renewal of contract with All City Management Services, Inc. for services of three crossing guards for the period of July 1, 1998 through June 30, 1999.
