SUBJECT: Renewal of Crossing Guard Contract with All City Management Services, Inc.
RECOMMENDATION:
By Motion approve a contract with All City Management Services,Inc.For services of three crossing
guards.
SITUATION:
For the past three years All City Management Services, Inc. has provided crossing guards for all
three San Juan Capistrano elementary schools. This has proved to be cost effective and a good use
of man power. In the past the Orange County Sheriff's Department provided this service. Whenever
a crossing guard could not make their assignment a Deputy Sheriff was used to fill the vacancy. The
use of a Deputy Sheriff was not good use of police resources. All City Management has been able
to provide complete coverage and has developed a back-up system to replace guards who can not
make their assignment. Since taking over the contract all crossing guard assignments have been
filled without exception.
During the last school year San Juan Elementary went to a year round schedule, leaving only Del
Obispo with a traditional school year. Under the terms of the contract all three schools receive
crossing guard service for the entire school year. This agreement is effective for the fiscal year July
1, 1996 through June 30, 1997. The contract will call for three crossing guards and a supervisor for
the total cost of$30,564.
COMMISSIONBOARD REVIEW AND RECOMMENDATIONS:

FINANCIAL CONSIDERATIONS:
The All City Management proposal for the Fiscal Year 1996-97 is for 2,660 hours of service at a cost
of$30,564. This proposal reflects a$2,636 savings from Fiscal Year 1995-96.
