SUBJECT: Renewal of Crossing Guard Contract with All City Management Services, Inc.
RECOMMENDATION:
By motion, approve a contract with All City Management Services, Inc. for the services of three
crossing guards.
SITUATION:
A. Summary and Recommendation
During Fiscal Year 1993-94, the City of San Juan Capistrano contracted with All City Management
Services, Inc. to provide crossing guards. This proved to be extremely beneficial for Police Services
as all crossing guard assignments were filled without exception. Prior to contracting with All City
Management, crossing guard service was supplied by the Orange County Sheriff's Department. Due
to limited staffing, whenever a crossing guard could not make it to work, a Deputy Sheriff was
utilized for the assignment. During the last school year, no full time, paid deputy sheriffs were used
to perform crossing guard duties. This insured that deputies were available to respond to more
serious calls for service.
All City Management provided crossing guards for Ambuehl, Del Obispo and San Juan Elementary
Schools. Ambuehl Elementary School is on a year-round schedule, and this contract covers the
school for the full year. The other two schools will receive service from September 8, 1994, through
June 22, 1995. The contract will call for three crossing guards and a supervisor for the total cost of
$29,029.
Recently the cities of Lake Forest and Mission Viejo negotiated with All City Management to provide
crossing guard services for their schools. With the exception of San Clemente, all south county cities
contract with All City Management. As a result, the contract with the City of San Juan Capistrano
was reduced from$13.67/hour to $11.49/hour. This hourly rate reduction equals a total savings over
the term of the agreement of$3,108. E— re-o 5 e ci f'l9 u re.

FINANCIAL CONSIDERATIONS:
The All City Management proposal for Fiscal Year 1994-95 shows a savings of$3,108 from the
previous contract. The hourly rate was decreased from $13.67/hour to $11.49/hr.

1. Move to approve the attached contract with All City Management Services, Inc. for crossing
guard services.
2. Do not approve the attached contract with All City Management Services, Inc. for crossing
guard services.
3. Direct staff to conduct further review and find other alternatives.

By motion, approve a contract with All City Management Services, Inc. for the services of three
crossing guards.
