SUBJECT: Privatization of Crossing Guards
RECOMMENDATION: By motion, the City of San Juan Capistrano contract for the services
of 2 Crossing Guards with All City Management Services, Inc. effective upon the signing of
the contract and that the City of San Juan Capistrano provide written notice to the County of
Orange of the elimination of Crossing Guards from the Law Enforcement Agreement effective
upon the signing of the contract with All City Management.
SITUATION: The Orange County Sheriffs Department has provided crossing guards for the
City of San Juan Capistrano for many years, as part of the Law Enforcement Agreement.
Currently there are two (2) crossing guards in the City of San Juan Capistrano, for Del Obispo
Elementary School and Ambuehl School. During FY 1992-93, one goal of Police Services was
to research and recommend ways to privatize certain non-law enforcement duties, which
included crossing guard services in order to provide more cost effective delivery of services.
During the past school year it was necessary for the Orange County Sheriffs Department to
replace absent crossing guards 54 times in the City of San Juan Capistrano. This replacement
was accomplished with a combination of Police Services resources consisting of Patrol
Deputies, Community Services Officers (Parking Control), and when available ASAPS. This
involved in excess of 60 hours of Police Services field resources removed away from their
primary duties.
The function of crossing guard services is a non-enforcement related function. It is extremely
costly to replace vacant crossing guard positions with sworn personnel and is an under
utilization of Police Services resources. The current management of the crossing guard
positions is accomplished by the Sheriffs Department North Patrol Division located in Santa
Ana. This has presented a difficulty in managing and coordinating activity with assigned
personnel. The recruitment for vacant positions would be better accomplished locally. The
distance of management of the service and the unfamiliarity of the local needs of the City of
San Juan Capistrano present a unique problem in keeping positions active and employed.

DISCUSSION: To evaluate alternatives to the current crossing guard services program
provided to the City of San Juan Capistrano and to the other law enforcement contract cities,
a panel of Sergeants, representing the six South County contract cities met with private
providers of crossing guard services. As a result, only the cities of San Juan Capistrano, Dana
Point, and Laguna Niguel maintain an interest in seeking private contract for this service. The
City of Laguna Niguel Council recently approved a private contract for crossing guard services
with All City Management.
The review process included locating and evaluating private companies that currently provide
crossing guard services. Three reputable companies were identified: All City Management
Services, Inc., Burns Security and Investigation Services, and CAM Enterprises. Staff
corresponded regularly with all three companies, met twice with All City Management and
Burns Security, and met only once with CAM Enterprises. As the result of either negative
information or lack of experience that was discovered only All City Management was asked
to submit a proposal for service. The following summarizes staff s findings and actions:
All City Management Services, Inc.
All City Management is the largest provider of crossing guards in Southern California and
provided an extensive resume and thorough reference list (copy attached). Staff sent
questionnaires to each reference listed and received only positive responses. Copies of all
questionnaires are attached for review.
Burns Security and Investigation Services
Burns Security does not currently provide any crossing guards in California. They do have a
subsidiary company in the midwest that provides crossing guards. Their proposal was to make
the three city group (Dana Point, San Juan Capistrano, and Laguna Niguel) their first clients
and pattern the program after their midwest subsidiary. Staff reviewed their comprehensive
proposal, including policy and procedures material from their subsidiary.
CAM Enterprises
The founder of CAM Enterprises is a former partner of the current owner of All City
Management. Staff reviewed CAM Enterprise's proposal and sent questionnaires to all listed
references. The responses were either negative or the cities had never heard of the company.
Staff has requested a formal proposal from All City Management Services based on the
following:
• All City Management conducts background checks on its applicants
* The overwhelming positive responses from all City Management clients
* Burn's lack of current local experience
* The negative comments about CAM Enterprises
* All City Management will hire all existing crossing guards who desire to
continue current crossing guard employment with them
• All City's proposal is attached for your review and is based upon the participation of the cities
of San Juan Capistrano, Dana Point, and Laguna Niguel. The Laguna Niguel City Council has
already agreed to the contract with All City Management. An agenda item proposal for
crossing guard services for the City of Dana Point is being prepared and will be presented to
Council on August 10, 1993
COMMISSIONBOARD REVIEW, RECOMMENDATION: None required
FINANCIAL CONSIDERATIONS: The proposed cost for crossing guards in the Orange
County Sheriff s FY 1993-94 contract is$18,064. All City Management Service's proposal cost
is $19,794. This represents a slight increase in cost to switch to privately provided crossing
guards. However, regular Police Services resources would no longer function in a diminished
capacity and would be able to devote all of their time in priority law enforcement services.
The hourly rate of a regular deputy to conduct crossing guard duties is $24.81 per hour and
a Community Services Officer is $14.61 per hour. Both of these figures do not include
benefits. There are sufficient funds available in the Police Services Budget to accommodate
the slight increase in cost for privately provided crossing guards.
NOTIFICATION: None required by this action.
ALTERNATE ACTIONS:
1. Contract with All City Management for Crossing Guard Services
2. Decline to contract for crossing guard services retain the Orange County Sheriffs
Department for Crossing Guard services.
3. Direct staff to conduct further review and find other alternatives.
RECOMMENDATION:
By motion, the City of San Juan Capistrano approve a contract for the services of 2 Crossing
Guards with All City Management Services, Inc. effective upon the signing of the contract and
that the City of San Juan Capistrano provide written notice to the County of Orange of the
elimination of Crossing Guards from the Law Enforcement Agreement effective upon the

RECRUITMENT AND SELECTION
In approaching this program, ALL CITY MANAGEMENT SERVICES, INC. 's
first choice of personnel would be to hire all existing crossing
guards and alternates that wish to continue employment with ACM.
If additional personnel are needed, ACM would concentrate its
efforts of recruiting in the area where the guard is likely to
work. In the management of other programs we found that it was
more advantageous if individuals with a good knowledge of the
community participate in the program. Community values and mores
are preserved and a more homogeneous relationship between the
guard, school , parents and children is likely to develop. This
is a crucial program and would function more effectively with
personnel recruited from within the community.
Sources for recruitment would include but not be limited to the
PTA and other parent groups , senior citizen groups, retired
teachers , retired postal workers and finally , newspaper
advertisement .
All applicants will complete applications and interviews. The
interview would focus on assessing the individual 's communicative
abilities, employment history, ability to relate to others and
work with children. Those passing this phase will then have a
personal reference check by ACM.
All applicants must :
A) Be available during the entire school day
B) Possess a high school education or its equivalent
C) Be able to read, write and speak English
D) Possess a properly insured vehicle
E) Possess a valid California drivers license
F) Pass a medical exam
G) Possess a telephone
Successful completion of all phases qualifies an applicant for
employment . The selection is then made. Those passing but not
selected immediately are placed on an availability roster for
alternate work and subsequently a permanent intersection.

ORIENTATION AND TRAINING
After the contract is awarded and as soon as practicable,
a training meeting of all personnel will be held. This
meeting will include ( 1 ) the distribution and completion
of all pre-employment forms: applications, W-4 forms,
I-9 form, medical history questionnaires , etc . ( 2 )
distribution and review of the policy manual of ACM and
finally a training session on the proper procedures to
use when crossing children . ACM has compiled an
information and instruction booklet to use as a guide in
training crossing guards . After the training and
orientation session, employees will be tested on the
material discussed during the training meeting.
All personnel will be hired, assigned and inspected prior
to the beginning of the contract . Sufficient alternate
rosters will be maintained to guarantee that all
locations are covered when required. This roster is also
available to use in appointing guards to newly opened
sites; thereby, insuring immediate response to requests
for service .

SUPERVISION
Supervisors will be hired, tested, trained and chosen before work
on this contract begins; therefore, resumes are not yet available
for the supervisory staff .
The supervisory selection process will involve first determining
whether any current crossing guards would be qualified and
interested in a supervisory position . It has been our
experience, that many experienced and competent crossing guards
look forward to promotional possibilities . Their experience and
familiarity with the job has proven to be an asset to the company
and to the client governmental entity. The possibility of being
able to promote creates excitement , job interest, attention to
detail , and high morale.
In addition to crossing guard promotion, recruitment would also
be from associations and organizations representing retired
teachers or other individuals with strong supervisory experience
and excellent communication skills, written and oral .
Applicants for supervisory positions will be interviewed and
selected by a panel of interviewers who themselves are familiar
with crossing guard and supervisory duties and responsiblities.
The interview process will contain same or similar questions for
each candidate and will be documented for future review.
Once individuals have been selected to work as field supervisors,
they will be trained in much the same fashion as the crossing
guards; however, they will also be instructed in time keeping,
report writing, and supervisory techniques.
The supervisor will visit each site under his/her supervision on
a regular basis and each participating school at least once a
month . It has been our experience that in order to have a
successful and effective program, on-going and open lines of
communication must exist between guard , supervisor , school ,
officials, parents and the client governmental entity. The field
supervisor will be responsible for the recruitment and training
of personnel , coordinating safety assemblies , responding to any
problems or complaints and reporting back to ALL CITY MANAGEMENT
SERVICES , INC.
