11-0405_INVENSYS SYSTEMS_Agenda Report_D124/5/2011 AGENDA REPORT D12 TO: Joe Tait, City Manager FROM: West Curry, Assistant Utilities Director SUBJECT: Consideration of Upgrades to the Existing Supervisory Control and Data Acquisition (SCADA) System Program RECOMMENDATION: By motion, approve the purchase of the Wonderware Historian Standard, 25,000 tag v 10.0 to replace the existing Wonderware Historian Standard, 5,000 tag v 9.0. SITUATION: The Capistrano Valley Water District in 1999 approved an agreement with Wonderware West on the purchasing of a Supervisory Control and Data Acquisition (SCADA) system program. SCADA systems typically implement a distributed database, commonly referred to as a tag database, which contains data elements called tags. These tags represent a single input or output value monitored or controlled by the system. At that time the District purchased only 5,000 unique tags. With additional wells coming online, the GAC treatment system, the integration of a separate SCADA and other improvements to the water system this SCADA system has, reached the capacity of the original 5,000 unique tags. In order to expand the SCADA system additional unique tags are necessary. The next threshold of tags is at 25,000 through Wonderware and is recommended by staff. Wonderware West has credited the City for the previously purchased 5,000 tags. The use of the SCADA systems allows for the remote monitoring and control of various systems throughout the Community. Additionally this system monitors the system twenty four (24) hours a day three hundred and. sixty five (365) days a year. The remote monitoring and control reduces staffing demands as it allows a single operator from a fixed location to monitor the system, with minimal field visits to ensure the accuracy of the information provided. Further the constant monitoring of the system minimizes overtime and alerts the designated on call staff of any potential issues that occur after normal operating hours. Since this is considered an upgrade to an existing system staff did not solicit additional bids. Staff would not propose changing to a different SCADA software system as there would be significant costs associated with the procurement of different systems as well as the modification to other existing dependent software. Agenda Report Page 2 April 5, 2011 With the expansion of the water system and the integration of a different SCADA system the City's existing SCADA system has reached its capacity. Therefore staff would recommend the purchase of additional unique tags to allow for the expansion and integration of the City's SCADA system. FINANCIAL CONSIDERATIONS: This procurement was sole sourced. The basis of sole sourcing of this procurement was to allow for the expansion of the existing system without modification to the existing integrated systems. Capital Improvement Funds will be allocated from the SCADA System Expansion Project (CIP#07805) at $26,984.90.
