17-1214_CNC ENGINEERING, INC._Staff MemoMEMORANDUM DATE: December 14, 2017 TO: Benjamin Siegel, City Manager VIA: Steve May, Public Works and Utilities Director FROM: Tom Toman, Assistant Public Works Director SUBJECT: Contract Amendment with CNC Engineering for Cook Cordova Playground Project The City's Design Services Agreement with CNC Engineering, Inc. ("CNC") for $2,995 for the development of construction plans for an ADA roadside parking stall, required as part of the Cook Cordova Playground Project (CIP 16202), expired on June 30, 2017. The parking stall plans were completed in April 2017. After the final location of the playground pods was determined, the need for the design of an ADA path of travel from the roadside parking stall to the playground pod location was required. Staff solicited a proposal from CNC for civil engineering services which directly correspond with the above revision to scope and the aforementioned ADA roadside parking stall already designed by CNC. In addition to the main revision cited above, the scope of work includes, but is not limited to additional off-site improvements for the Project (e.g., split -rail fencing, entry gate to the playground etc.). The proposal from CNC is for $6,750 and the proposed Professional Service Agreement is included as Attachment 1 to this memorandum. CNC's proposal has been reviewed by staff and is satisfactory in terms of scope and costs. Additional proposals were not solicited because CNC is already familiar with the project through their preparation of the ADA path of travel plan; and, if a firm other than CNC was selected, there would be additional time and costs involved in familiarizing the new firm with the Project (e.g. base sheet information, boundary, topography, site familiarity). Lastly, since CNC requires 10 working days to develop the playground curbing and approach walkway plans for staff review, it is recommended that this Agenda item be moved to the February 6, 2018, City Council meeting. It is also recommended that the City enter into a separate Master Consultant PSA with CNC for future projects since they are identified already on the City Council's approved Master Consultant List.
