CHC Minutes-2017-07-25 MINUTES July 25, 2017 CULTURAL HERITAGE COMMISSION REGULAR MEETING A. ORGANIZATION: 1. CALL TO ORDER: Chair Lawrence-Adams called the Regular Meeting of the Cultural Heritage Commission of the City of San Juan Capistrano to order at 4:32 p.m. in the City Council Chamber. 2. ROLL CALL: Commissioners Present: Mechelle Lawrence Adams, Chair Rhonda DeHaan, Vice-Chair William Bonney Donna Friess Lorie Porter Staff Present: Sergio Klotz, Assistant Development Services Director Paul Garcia, Associate Planner B. ORAL COMMUNICATIONS: None. C. CONSENT CALENDAR: 1. Draft June 27, 2016 Cultural Heritage Commission Minutes. Approved, as presented, by a 4-0-1 vote (Commissioner Friess abstained). D. PUBLIC HEARINGS: 1. Consideration of Site Plan Review (SPR) 17-001, Maxwell Residence Addition; a request to construct a 284 square foot addition at 31319 Andres Pico Road, a listed property on the City's Inventory of Historical and Cultural Landmarks referred to as the Durnford/Marco Forster House (APN: 124-201-24)(Applicant: Alura Aguilera, A2 Design)(Project Manager: Paul Garcia, Associate Planner). Paul Garcia made the staff presentation and responded to questions. Cultural Heritage Commissioners provided comments and feedback. I CHC Action Minutes 2 July 25, 2017 Alura Aguilera, project architect, and Karen Maxwell, property owner, and Lynn Furnace, historic consultant provided comments. Adoption of Resolution Commissioner Friess made the motion, seconded by Commissioner Bonney, to adopt a resolution approving Site Plan Review (SPR) 17-001 as conditioned. The motion passed by a 5-0 vote. AYES: Chair Lawrence Adams, Commissioners Bonney, DeHaan, Friess and Porter. NOES: None. ABSTAIN: None E. UNFINISHED BUSINESS: None. F. NEW BUSNESS: 1. Selection of Cultural Heritage Commission Representative and Alternate Representative to attend the City Council meeting, tentatively scheduled for August 1, 2017, on the Cultural Heritage Commission's recommendation regarding proposed Cultural and Natural History Museum at the Great Park in Irvine. (Project Manager: Sergio Klotz, Assistant Director). Oral report only for item. Sergio Klotz made the staff presentation and responded to questions. Cultural Heritage Commissioners provided comments and feedback. Adoption of Motion Chair Lawrence Adams made the motion, seconded by Commissioner Bonney, to select Commissioner DeHaan to represent the affirmative and Chair Lawrence Adams to represent the opposing Cultural Heritage Commission recommendation to attend the August 1, 2017 City Council meeting regarding proposed Cultural and Natural History Museum at the Great Park in Irvine The motion passed by a 4-0 vote. Selection of an Ad-hoc member to replace former Cultural Heritage Commissioner Banda for the Plaza Banderas Development Project (Project Manager: David Contreras, Senior Planner). Adoption of Motion Chair Lawrence Adams made the motion, seconded by Commissioner Bonney, to appoint Commissioner Porter and Commissioner DeHaan to serve on the Plaza Banderas Development Project The motion passed by a 4-0 vote. AYES: Chair Lawrence Adams, Commissioners Bonney, DeHaan and Porter. NOES: None. ABSTAIN: Friess G. COMMISSION/STAFF COMMENTS: 1. Commissioner DeHaan requested a status update on the Pryor Adobe. 2. Commissioner DeHaan requested a status update on the Site Plan Review application for the Swanner House and staff provided information. H. ADJOURNMENT: There being no further business, Chair Lawrence Adams adjourned the meeting at 5:46 p.m. to Tuesday, August 22, 2017, at 4:30 p.m. in the City Council Chamber.
