PLANNING COMMISSION
REGULAR MEETING
A. ORGANIZATION:
1. CALL TO ORDER:
The Chair called the meeting to order at 6:30 p.m.

Chair Speros led the Pledge of Allegiance.
B. ORAL COMMUNICATIONS: None.
C. CONSENT CALENDAR:
Items listed on the Consent Calendar are considered routine and will be enacted by
one motion and one vote. There will be no separate discussion of these items. If
discussion is desired, that item may be removed from the Consent Calendar and will
be considered separately.
Draft December 12, 2017 Planning Commission Meeting Minutes. Approved
as presented by a 3-0 vote (Commissioners Gaffney and Speros
abstained).
2. Draft January 9, 2018 Planning Commission Meeting Minutes. Approved as
presented by a 4-0 vote (Commissioner Williams abstained).

E. NEW BUSINESS:
Consideration of Sign Permit (SP) 17-028; and review of an Exception to the
sign standards for a proposed subdivision entry sign at Pacifica San Juan near
the southeast corner of Valle Road and Vista Marina, Tract 15609, Lot D and
Lot F (Assessor's Parcel Numbers: 675- 442-05 and 675-442-06)(Applicant:
Matthew Land, Taylor Morrison Homes)(Project Manager: Art Bashmakian,
Contract Planner).
Art Bashmakian made the staff presentation and responded to questions.
Matthew Land, applicant, provided a presentation and responded to
Commissioner's questions and comments.

PC RESOLUTION NO 18-01-23-01 SIGN PERMIT (SP) 17-028 A
RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF SAN
JUAN CAPISTRANO CALIFORNIAAPPROVING SIGN PERMIT 18-028,AND
EXCEPTION FROM THE SIGN CODE TOALLOW THE CONSTRUCTION OF
ASUBDIVISION SIGN 8 FEET HIGHAND 48 SQUARE FEET IN SIGNAREA
NEAR THE SOUTHEAST CORNER OF VALLE ROAD AND VISTA MARINA
WITHIN THE PACIFICA SAN JUAN RESIDENTIAL DEVELOPMENT
(ASSESSOR'S PARCEL NUMBERS 675-442-05 AND 675-442-06)
(APPLICANT MATTHEW LAND TAYLOR MORRISON HOMES)
Commissioner Gaffney made a motion to approve. Motion failed with no
second. Commissioner Neely made a motion, seconded by Commissioner
Gaffney, approving Sign Permit (SP) 17-028, Option B as an exception from
the sign code with the condition that the landscape plans related to the sign
return to the Design Review Committee for review and any signage lighting
consideration be brought back to the Planning Commission for review and
approval. The motion passed by a 5-0 vote.
AYES: Chair Speros, Commissioners Gaffney, Neely, Steele and
Williams.
NOES: None.
ABSTAIN: None.
F. PUBLIC HEARINGS:
None.

G. INFORMATION ITEM:
1. The Commission was informed that the Planning Commissioner's City e-mails
have been set-up.
H. COMMISSION/STAFF DISCUSSION:
Planning Commissioner Representatives reminder for upcoming City Council
agenda items. The Commission was informed that the City Council eliminated
City Council policy 203 — Commission, Committee and Board Member
Attendance at Council Meetings. Therefore, this item will no longer appear on
future Planning Commission Agendas.
2. Planning Commission Update Report — Planning Commission Items to City
Council. The Commission agreed to- continue receiving this report on a
monthly basis.

At 6:56 p.m., there being no further business, the Chair adjourned to Tuesday,
February 13, 2018, at 6:30 p.m. in the Council Chambers.
