PC Minutes-2018-01-09MINUTES January 9, 2018 PLANNING COMMISSION REGULAR MEETING A. ORGANIZATION: 1. CALL TO ORDER: The Chair called the meeting to order at 6:30 p.m. 2. ROLL CALL: Commissioners Present: Mark Speros, Chair Matthew Gaffney Tim Neely Barrett Steele Commissioners Absent: Vice -Chair Rob Williams Staff Present: Joel Rojas, Development Services Director Sergio Klotz, Assistant Development Services Director Elizabeth Hull, Deputy City Attorney 3. PLEDGE OF ALLEGIANCE: Chair Speros led the Pledge of Allegiance. B. ORAL COMMUNICATIONS: None. C. CONSENT CALENDAR: Items listed on the Consent Calendar are considered routine and will be enacted by one motion and one vote. There will be no separate discussion of these items. If discussion is desired, that item may be removed from the Consent Calendar and will be considered separately. Continued the Draft December 12, 2017 Planning Commission Meeting Minutes to the next Planning Commission meeting. D. UNFINISHED BUSINESS: None. PC Action Minutes 2 January 9, 2018 E. NEW BUSINESS: None. F. PUBLIC HEARINGS: Consideration of Conditional Use Permit (CUP) 17-008, a proposal to install eight LED lights on an existing batting cage located at the western most end of the Capistrano Valley Christian School athletic field located at 32032 Del Obispo Street (APN: 668-141-01)(Chris Rutz, Capistrano Valley Christian School). (Project Manager: Laura Stokes, Housing Coordinator/Assistant Planner). Joel Rojas made the staff presentation and responded to questions. Chris Rutz, applicant, provided a presentation and responded to Commissioner's questions and comments. Chair Speros opened the Public Hearing and Chris Rutz, Holly Marks, Joel Peshkin and Bruce Hofbauer provided comments. Adoption of Resolution PC RESOLUTION NO 18-01-09-01 CONDITIONAL USE PERMIT (CUP)17- 008 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF SAN JUAN CAPISTRANO CALIFORNIA ADOPTING A CATEGORICAL EXEMPTION UNDER THE CALIFORNIA ENVIRONMENTAL QUALITYACT AND APPROVING THE INSTALLATION OF 16-0" TALL RECREATIONAL NIGHT LIGHTING FORTHE EXISTING BATTING CAGESAT CAPISTRANO VALLEY CHRISTIAN SCHOOL LOCATEDAT 32032'DEL OBISPO STREET, (ASSESSOR PARCEL NUMBER 668-141-01)(APPLICANT: CAPISTRANO VALLEY CHRISTIAN SCHOOL). Chair Speros made a motion, seconded by Commissioner Gaffney, to adopt the resolution, approving Conditional Use Permit (CUP) 17-008 Capistrano Valley Christian School Batting Cages, as recommended by staff, with additional conditions of approval that limit the lights to 8:30 pm, Monday through Saturday; require the school to identify a representative for neighbors to contact to report any issues with the lighting; and to require a 1 -year review period beginning when the lights become operational for the city. to review compliance with the conditions of approval, with a report on the 1 -year review period provided to the Planning Commission if condition violations are confirmed by staff, at which time the Planning Commission will have the ability to amend or impose new conditions of approval to address any confirmed lighting impacts or noncompliance. COMMISSION/STAFF DISCUSSION: 1. Planning Commission Representatives were notified that the item requiring their attendance that was scheduled for the upcoming January 16, 2018 City Council meeting will be continued to the February 6, 2018 City Council meeting. I. ADJOURNMENT: At 8:12 p.m., there being no further business, the Chair adjourned to Tuesday, January 23, 2018, at 6:30 p.m. in the Council Chambers.
