PLANNING COMMISSION
REGULAR MEETING
A. ORGANIZATION:
1. CALL TO ORDER:
The Chair called the meeting to order at 6:30 p.m.
2. ROLL CALL:

Chair Speros led the Pledge of Allegiance.

C. CONSENT CALENDAR:
Items listed on the Consent Calendar are considered routine and will be enacted by
one motion and one vote. There will be no separate discussion of these items. If
discussion is desired, that item may be removed from the Consent Calendar and will
be considered separately.
1. Draft October 24, 2017 Planning Commission Minutes. Approved as
presented by a 3-0 vote.

F. PUBLIC HEARINGS:
1. Continued Consideration of Conditional Use Permit (CUP) 17-003 and
Architectural Control (AC) 17-025, a request to allow the establishment of a
religious place of worship and facility within an existing 17,000 square foot
vacant commercial tenant space and a request to use a shared parking
program to satisfy the parking requirements for the religious place of worship
and the retail center (Vermeulen Ranch Center) at 32382 Del Obispo Street
(Mountain View Church) (Assessor Parcel Number 121-182-53) (Applicant:
David Richey Jr., Mountain View Church)(Project Manager: Art Bashmakian,
Contract Planner).
Commissioner Neely arrived and in order to participate on this item, he
reviewed the October 24, 2017 Planning Commission video recording.
Art Bashmakian made the staff presentation and responded to questions.
Mengzhao Hu with KOA, traffic consultant, made a presentation and answered
questions.
Pastor Todd Rodarmel, applicant, provided a presentation and responded to
Commissioner's questions and comments.
Mishella Irene Gaspar, property owner, provided a presentation and
responded to Commissioner's questions and comments.
Chair Speros re-opened the Public Hearing and Ken Straw, Lisa Straw, Dr.
Robert F. Craig, Rick Feld, Heather Chapman, Rob Ginieczki, Bent Nielsen,
Caleb Peterson, Peter Morris, Brian Parno, Judy Giles and Ted Rosenfeldt
provided comments.
The following members of the public supported the project and did not provide
public testimony: Jason Anclair, Tina Anclair, Sherrie Alden, John Chapman,
Melissa Daniel, Cheryl Crane, Brian &Nicole, Nancy Flynn,Tanya Lopez, John
May, Diana Nielsen, Bernice Rivera, Dave Richey, Traci Rodarmel, Amanda
Wood, Jonathan Wood and Karen Zelaya. Chair Speros, then closed the
public hearing.
Adoption of Motion
Chair Speros made a motion, seconded by Commissioner Steele, to adopt the
resolution, approving Conditional Use Permit (CUP) 17-003 and Architectural
Control (AC) 17-025, as conditioned. The motion passed by a 4-0 vote.

G. INFORMATION ITEM:

H. COMMISSION/STAFF DISCUSSION:
1. Planning Commissioner Representatives reminder for upcoming City Council
agenda items. The Commission was informed that the applications for the
proposed Church of Jesus Christ of Latter Day Saints Meetinghouse project
will be heard at the December 5, 2017, City Council meeting.
I. ADJOURNMENT:
At 7:52 p.m., there being no further business, the Chair adjourned to Tuesday,
November 28, 2017, at 6:30 p.m. in the Council Chambers.
